Summary
This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Administration Division, Health Information and Technology Unit (HITU). This is a non-supervisory position.
This position is only open to current USPHS officers.

Duties
DUTIES AND RESPONSIBILITIES:
- Duties include day to day activities that identify and facilitate the adoption of clinical information systems and technologies that support and improve the experience for clinicians and patients.
- Lead meetings with various IHSC Units on their functional input for the electronic health record (EHR). Coordinate discussions with operations support staff and ensure proposed enhancements do not have a negative impact on the EHR.
- Guide solution design, incorporating clinical/healthcare knowledge, data analysis, human-centered design, and quality improvement concepts to ensure optimal fit for patient care and clinician usability.
- Utilize data to drive process, workflow, and behavior change as it relates to appropriate and efficient use of electronic health records and clinical technologies.
- Document specifications that will translate into the development of tools, reports, and systems that support organizational priorities.
- Utilize industry-standard tools (i.e., swim lane diagrams, value stream mapping, gap analysis, needs analysis, feasibility analysis) to document and analyze systems to ensure comprehensive solutions that meet process improvement goals and integrate into clinical workflows.
- Leads and coordinate projects, manages resources, and complete projects successfully and on schedule.
- Identify, evaluate, and develop plans for introducing technology-based innovations that will increase efficiency, reduce waste, or solve a problem within the organization. Gain technical expertise in functionality that is pertinent to clinical care.
- Provides clinical expertise to assess and recommend ways technology could enhance workflows and access to patient related information.
- Maintain a working knowledge of licensing, regulatory, and compliance factors related to clinical information system usage. Assist in development and ongoing review of system related policies, procedures, and competencies; assures technologies and workflows align where appropriate.
- Conducts research and analysis related to informatics and clinical care, contributing to the organization and improving healthcare at IHSC facilities.
- Serve as a resource to end users for information systems and technology; effectively communicate and educate system changes, workflow process changes, downtime procedures, and relevant information to clinical teams.
- Collaborate and consult with IHSC clinicians, vendors, and federal partners to share knowledge and experiences to determine the best possible technologies and solutions for the organization and improve patient care.
- Incorporate informatics theories, principles, and concepts to evaluate the impact of technology on clinical practice and patient outcomes and informs opportunities for optimization and improvement.
- Drive organizational change management to ensure successful adoption and maximize value for the IHSC staff and patient care.
- Develop, update and execute policies, procedures, guidelines, and standards to support a sound IHSC health care system.
- Support development and/or brief presentations to senior leadership (Assistant Director/SES, Chief of Staff and Deputy Assistant Directors) and Unit Chiefs on activities with nationwide impact.
- Promote and stimulate thought on the innovative uses of technology and the exploration of new and promising technologies and methodologies to provide improved delivery of products and services and to foster solutions that enhance organizational and enterprise performance.
- As applicable, participate as a primary or alternate voting member, chair or co-chair, advisor or reviewer on IHSC, Agency, and Department change management boards, selection committees and/or workgroups.

Qualifications
PHYSICAL DEMANDS:
- Sitting and/or standing for extended periods of time (6-8 Hours).
- Performing repeated bending motion.
- Average manual dexterity for computer operation.
- Phone use for extended periods of time.
Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Minimum a Master of Science in a clinical field.
- Degree or certifications in healthcare informatics preferred.
- Some knowledge/experience with contracts.
- Knowledge/experience with project or program management.
- Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information.
- Knowledge of program policies and guidelines, and operating procedures relating to information systems. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
- Knowledge of organizations and responsibilities of all levels of government operations for medical information communication.
- Ability to provide input for responses to congressional inquiries and to effectively communicate.
- Ability to understand regulations and standards as it pertains to Occupational Safety and Health Administration (OSHA), American Correctional Association (ACA), National Commission Correctional Health Care (NCCHC), Joint Commission, Food and Drug Administration (FDA), and/or other regulating agencies in the developing, storing and communication of medical information.
- Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
- High degree of initiative, and follow-through on a wide range of sensitive, complex, and program issues.
