Duties
The Clinical Laboratory Scientist carries out the laboratory testing operations of the laboratory on various shifts. This would include routine testing, quality control, routine maintenance of instrumentation and troubleshooting.
The Clinical Laboratory Scientist performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results ensuring all regulatory requirements are met. Testing procedures are performed using manual and automated techniques, following practices and regulations governing biosafety and biosecurity in the workplace.
The incumbent will perform duties within the Blood Bank Section of the Pathology and Laboratory Medicine Service at the Thomas H. Corey VA Medical Center, West Palm Beach, FL. The incumbent may be assigned to any shift and will rotate weekends and holidays on a regular basis and may include alternate shifts as priorities demonstrate a need.
The duties and responsibilities of the Clinical Laboratory Scientist at ALL levels (GS-07/GS-09/GS-11) of this career-ladder position include but are not limited to the following:
- Performs a broad range of laboratory procedures including testing and tasks of the medical laboratory technologist occupation in the Laboratory Department which includes the sections of Chemistry, Immunochemistry, Hematology, Coagulation, Serology, Blood Bank, and limited Microbiology.
- Adheres to practices and regulations governing biosafety and biosecurity in the workplace.
- Identifies discrepancies, solves problems, and presents solutions for all testing performed.
- Evaluates and interprets the results to determine if the data obtained are complete and valid.
- Processes specimens using equipment necessary to prepare them for specific culture and microscopic analyses, controls physical conditions, and responds to time factors to ensure that the physiological state of the specimen is maintained.
- Prepares reagents, special media, and biological stains; assembles equipment, personally performs, and calculates results for a variety of complex tests.
- Calibrates, standardizes, adjusts, and maintains laboratory instruments. Verifies correct instrument operation using established procedures, and quality control checks. Identifies the cause of common problems and makes simple repairs.
- Evaluates the validity of laboratory data in relation to the test system and assay procedures. Correlates quantitative, biochemical, physiologic, and morphologic data with other laboratory data and/or other patient data to verify results. Performs additional tests to certify or confirm abnormal patient results and reports results via computer and telephone.
- Identifies unusual results or discrepancies/conditions which cause erroneous results. Takes appropriate action to make corrections and solve problems. Conducts literature search if necessary.
- Advises on course of action to follow when values obtained from standard control sample values, or proficiency test programs are unacceptable. Examines functions of instruments, rechecks conditions of test performance, evaluates reaction system and/or procedural techniques used, and identifies function with symptoms.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm with Rotating Weekends/Holidays on a regular basis and may include alternate shifts as priorities demonstrate a need.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

BASIC REQUIREMENTS: To qualify for appointment to this position, all applicants must possess the following:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- English Language Proficiency: Clinical Laboratory Scientists must be proficient in spoken and written English in accordance with VA Handbook 5005/72, Part II, Chapter 2, Section D, 5a, and in accordance with 38 U.S.C. § 7403(f).
- Education-Transcripts Supplied:A bachelor's degree or higher from an accredited college or university.
- Foreign Education: To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Graduates of foreign baccalaureate degree programs meet the educational requirements if they meet either of the following:
- Foreign transcripts are evaluated by an acceptable evaluation agency, and the degree is found to be equivalent to a NAACLS-approved U.S. clinical laboratory science degree program. -OR-
- The applicant submits a letter from ASCP BOC or AMT stating the individual is eligible to take the certification examination.
- NOTE: Possession of a certification identified in the Certification requirement below automatically determines the foreign education as creditable and no further documentation or proof of equivalency is needed.
- Certification-Documentation Supplied:Candidates must meet one of the certification options below.
- Generalist certification as an MLS given by ASCP BOC or AMT.
- Generalist certification as an MT given by ASCP BOR or AMT.
- Categorical certification or Specialist certification by ASCP or AMT.
NOTE: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including, Ancillary Testing Coordinator, Education Coordinator, Laboratory Information Manager, Quality Manager, Laboratory Manager, Regional Technical Specialist, National Quality and Compliance Agent, Regional Program Manager, Regional Director, Laboratory Director, or National Quality and Compliance Officer).

GRADE DETERMINATIONS: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at the grade level specified.
GS-11 Clinical Laboratory Scientist Experience -OR- Education -AND- Knowledge, Skills, and Abilities (KSAs) (Full Performance Level)
- Experience or Education Candidates at this level must meet one of the criteria below:
- Experience. 1 year of creditable experience equivalent to the next lower grade level (GS-09). -OR-
- Education. Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related science.
-AND-
- Certification. Certification is REQUIRED at this level.
- Knowledge, Skills, and Abilities (KSAs). In addition to the experience or education above, the candidate must demonstrate the following KSAs:
- Knowledge of professional clinical laboratory science principles, practices, concepts, and theories that support sound, independent work.
- Knowledge of laboratory quality control and quality assurance procedures and principles of performance improvement.
- Skill in informatics, laboratory data flow, and laboratory processes.
- Ability to maintain, troubleshoot, and repair instrumentation.
- Ability to use independent technical judgment to analyze and interpret laboratory results.
- Ability to read, interpret, and apply complex written instructions.
- Ability to communicate, consult, and interact with other members of the health care team, external relations, customer service, and patient education.
- Assignment. This is considered FPL for a CLS. A CLS at this level independently carries out the day-to-day operations in the laboratory. The CLS develops, performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results in line with current laboratory regulatory requirements. The work performed may be in a variety of laboratory specialties such as chemistry, microbiology, immunology, hematology, and immunohematology. Testing procedures are performed on a variety of biological specimens and/or environmental samples using manual or automated methods. In addition to routine testing, the CLS conducts quality control and routine maintenance of instrumentation and troubleshooting. The CLS correlates abnormal lab data with pathological states, determines the validity of test results, and the need for additional tests. Specific targeted laboratory responsibilities or projects may include laboratory safety officer, analyzer specialist, primary operator on new test systems, quality control specialist, supply control, and/or coordinator for the laboratory competency assessment or proficiency/survey program. This assignment may include limited duties in areas such as lab information management and ancillary testing. These tasks require a broad exercise of independent judgment and responsibility, including organizing and setting priorities with minimal technical supervision. The CLS assesses a situation, considers the options, and formulates an appropriate course of action. This assignment includes monitoring quality control systems and measures, collaborating in the diagnosis and treatment of patients, and providing education for laboratory health care professionals and the public in a professional, courteous, and effective manner.
