Summary

The New York Harbor Healthcare System is currently hiring a Clinical Laboratory Scientist (Laboratory Information Manager) at the Manhattan VA Medical Center

Duties

Major Duties Include
- Investigates, troubleshoots, and resolves data collection; laboratory operational and user reported problems as it pertains to laboratory information software.
- Communicates operational problems that impact on the medical center with users of the laboratory package and assists in developing alternative solutions while considering potential risks and supports contingency plans of action.
- Develops individual programs; exact test plans and /or reports such as computer activity or user interface.
- Is the program liaison to laboratory supervisors, managers, and clinical laboratory scientists, who resolve problems surrounding laboratory test data.
- Assists in the development and maintenance of guidelines with regard to data management.
- Implements and maintains coding and mapping of laboratory test, ordering reporting, billing and workload recording taking into account compliance principles.
- Analyzes emergency trends, software, and technology and adopts appropriate methods for local programs to meet agency goals.
- Participates in the development of Pathology and Laboratory Medicine policy and procedures with respect to information management.
- Assists all levels of medical center staff in obtaining data and developing programs, options, menus and extract a variety of Information Management activities.
- Provides technical assistance in setting up new, revised or up-dated data collection procedures and protocols and assists both anatomic and clinical laboratory staff in any operation and /or reporting problems.
- Aids in applying analytical techniques and systems evaluation methodology.
- Reviews the medical center lab results as well as other medical center's lab results within VISN2 to ascertain if the medical center is cost effective and productive in relation to other laboratories in the VISN. Establishes data collection record keeping systems to assure the accuracy and validity of specified lab testing protocols by accessing lab computer programs.
- Integrates and correlates test data with other laboratory and patient data to lead to conclusions that benefit the medical center.
- Modifies standard practices and adopts computer systems to solve a variety of computer software problems sometimes making departure from established approaches on order to meet the specific requirements of any assignment.
- Analyzes and makes recommendations on major projects and participates as a team member on large multi-disciplinary projects.
- Analyzes emerging trends, software, and technology and adopts appropriate methods for local programs to meet agency goals.
- Advises all organizational levels on various aspects of the functions and capabilities of the laboratory information system.
- Identifies the cause of interface malfunctions by trouble-shooting when there are minor problems which the scientist must resolve on site or make the corrective action by contacting Bio- Medical Engineering or Manufacturer.
- Ensures compliance with local and national policies and procedures and federal regulations.
- Ensures local compliance with information and cyber security requirement.
- Reports and resolves clinical, business operational and technical issues through approved channels
- Assesses and monitors clinical workflow and outcomes pre and post implementation.
- Submits reports as requested.
- Serves as the local expert for national software developers for alpha or beta testing of software packages.
- Carries out day-to-day operations related to laboratory computer use.
- Ensures the reliability and efficiency of electronic interfaces including reporting of results and reference laboratory requests.
- Sets short-term and long-term goals for the sections and plans and conducts studies on technical and administrative problems new technology and reporting systems and recommends changes based on findings.
- Performs other related duties as assigned by Laboratory Manager and /or Chief, PLMS
- Provides direction and guidance to staff on information technology and computer issues.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. A bachelor's degree or higher from an accredited college or university.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C.7403(f).
  • Certification. Candidates must meet one of the certification options below.
    1. Generalist certification as an MLS given by ASCP BOC or AMT.
    2. Generalist certification as an MT given by ASCP BOR or AMT.
    3. Categorical certification or Specialist certification by ASCP or AMT.

Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GS-12 Clinical Lab Scientist (Lab Information Manager)
Grade Determinations: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement:

Experience: 1 year of creditable experience equivalent to the next lower grade (GS-11) is required. This experience may include, but is not limited to; develops, performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results in line with current laboratory regulatory requirements.

Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs:
(A) Knowledge of concepts, principles, and methodology of clinical laboratory technology in relation to laboratory information systems.
(B) Knowledge of laboratory operations and their relationship to the organization.
(C) Knowledge of laboratory computer systems sufficient to implement various laboratory associated packages and sustain operation of the laboratory system.
D) Knowledge of compliance and regulatory requirements for laboratory functions.
(E) Ability to adapt, implement and integrate the use of software to specific laboratory applications and processes, including the use of office automation software.
(F) Ability to independently plan, organize, set priorities, work as a team member, and effectively complete assignments.


Preferred Experience: Specific training or education related to laboratory result interfaces, auto-verification, and rule-writing


Creditable Experience. To be creditable, the experience must have required the use of knowledge, skills, and abilities associated with current CLS practices. The experience satisfying this requirement may be paid or non-paid employment as a CLS in the health care field. Research laboratory experience does not fulfill this requirement.
Part-Time Experience. Part-time experience is creditable according to its relationship to a full-time workweek. For example, an individual employed 20 hours per week, or on a half-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.
Quality of Experience. Qualifying experience must be at a level comparable to CLS experience at the next lower grade level of the position being filled. For all assignments above the full performance level (FPL), the higher-level duties must consist of significant scope, administrative independence, complexity, and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-12 to.

Physical Requirements: Moderate lifting and carrying (15-44 lbs); As needed - Straight pulling, pushing, walking, standing, repeated bending, reaching above shoulder, use of fingers, both hands required; both legs required; ability for rapid mental and muscular coordination simultaneously;
ability to see and distinguish depth perception, basic colors, and shades of colors; hearing (aid permitted). In addition, the ability to deal with constant noise, work around machinery with moving parts, work closely with others or alone and work protracted or irregular hours.
