Duties
The Clinical Laboratory Scientist (Ancillary Testing Coordinator/Phlebotomy Supervisor) develops and recommends policies and procedures for the procurement and service requirements for ancillary testing (testing outside the physical confines of the main laboratory) at Health Care Center (HCC) in Fredericksburg, including ensuring Clinical Laboratory Improvement Amendments (CLIA) licenses are maintained. The Ancillary Testing Coordinator (ATC) consults with program managers or equivalent of clinical services to identify ancillary testing needs and to analyze emerging trends and technology and adopts appropriate methods, serving as a recognized technical expert to provide authoritative advice, training, troubleshooting, quality assessment and ancillary testing program consultation along with Phlebotomy.
Duties May Include:
- Responsible for the Planning, design, and implementation of all elements of the Ancillary Testing Quality Management Program.
- Selects, Implements and maintains the performance of devices, troubleshooting and validation for test performance outside of the main laboratory.
- Performs validation and statistical analysis (variations, standard deviations, precision and accuracy, trend analysis) on quality control patient and reagent data collected. Identifies and resolves issues from statistical analysis of the collected data.
- Analyzes emerging trends, and technology and adopts appropriate methods for local programs to meet agency goals for training, operator identification and documentation.
- Interprets and applies complex written instructions. Successfully completes proficiency testing surveys in a timely fashion.
- Responsible for the verification of correct patient identification and documentation of results are transmitted into the laboratory computer system.
- Serves as the liaison between administration, clinical staff, and technical staff regarding the clinical, business, technical operations management processes associated with Ancillary testing Program and Phlebotomy.
- Recommends appointment, plans and assigns work, provides advice and counsel and evaluates work of subordinates.
- Adjusts staffing levels or work procedures to accommodate resource allocation decisions made at the executive level.
- Verifies orientation, training and competency assessment of assigned staff.
- Performs all other duties as assigned.

Qualifications
Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Education: A bachelor's degree or higher from an accredited college or university.
- Certification: Candidates must meet one of the certification options below.
- Generalist certification as an MLS given by ASCP BOC or AMT.
- Generalist certification as an MLS given by ASCP BOC or AMT.
- Categorical certification or Specialist certification by ASCP or AMT.
- NOTE: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including, Ancillary Testing Coordinator, Education Coordinator, Laboratory Information Manager, Quality Manager, Laboratory Manager, Regional Technical Specialist, National Quality and Compliance Agent, Regional Program Manager, Regional Director, Laboratory Director, or National Quality and Compliance Officer).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
GS-12, Clinical Laboratory Scientist (Ancillary Test Coordinator) -
Grade Determinations: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.
- Experience: 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments
- Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the experience requirements, the candidate must demonstrate the following KSAs:
- Knowledge of medical technology concepts, principles, practices, and methodologies sufficient to perform full oversight and guidance for testing programs outside of the laboratory.
- Knowledge of mathematics and statistics as related to quality control, quality assurance, proficiency testing, inspection and accreditation, and continuous quality improvement.
- Knowledge of Federal, state, and VHA laws, regulations, reference standards, and certifying or accrediting agency requirements to carry out work in each ancillary testing site.
- Knowledge of laboratory information technology systems and interconnectivity.
- Skill in applying new scientific/technological developments and theories to laboratory testing.
- Ability to evaluate, interpret, and teach others to use quality control procedures and implement corrective actions.
