Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties include, but are not limited to:

- Develops and recommends policy and procedures for the procurement and service requirements for ancillary or point-of-care testing (Testing outside the main laboratory as mandated by Handbook 1106) equipment and instrumentation. Ensure the appropriate correlation among different instrumentation and methodologies.
- Trains and evaluates the competency of a variety of individuals (physicians, residents, nursing staff, health techs) in the performance of ancillary testing procedures and in the reporting of test results promptly, accurately, and proficiently.
- Serves as a recognized technical expert (technical consultant or technical supervisor as mandated by CLIA) to provide authoritative advice and ancillary testing program consultation in areas of quality control/assurance, records control, proficiency testing, inspection, and accreditation to all levels of the organization.
- Evaluates ancillary testing activities to assess ongoing day-to-day compliance with established protocols and guidelines. Recommends policy/protocol changes to correct deficiencies and improve the program.
- Creates, applies, and monitors reengineering and continuous performance improvement initiatives, both within the program and/or the organization.
- Identifies, defines, and resolves issues associated with complex aspects of the data and ensures the validity of data in relation to the test systems.
- Identifies, defines, and resolves problems associated with unique or controversial aspects of the ancillary testing management program where no direct precedent exists.
- Develops technical bulletins, procedures, training materials and other program materials, which ensure accreditation and compliance with all regulatory agencies concerning patient testing, result reporting, and proficiency testing. Develops and implements corrective action when deficiencies are identified.
- Provides guidance and direction to the GS 12 Lead CLS for Ancillary regarding the ancillary testing program.
- Consults with program managers or equivalent of clinical services to identify ancillary testing needs and to analyze emerging trends and technology and adopts appropriate methods. Ensures that all testing meets the needs of that service and yet meets all accrediting and regulatory agency requirements. Tests performed must give accurate and reliable results that correlate well with the methods used in the clinical laboratory for the same analyte.
- Regularly visits ancillary testing sites (both CBOCs and in-house sites) to provide oversight and technical assistance.
- Advises and assists each Ancillary Testing Site Director, supervisor, and testing personnel in:
o Selection of test methodologies appropriate for the clinical use of the test results.
o Verification of methods and test procedures performed and the establishment of the laboratory's test performance characteristics, including the precision and accuracy of each test and test system.
o Establishing a quality control program appropriate for the testing performed.
o Establishing a quality assurance program appropriate for the testing site.
o Enrollment and participation in a proficiency testing program commensurate with the testing services offered.
o Resolving technical problems and ensuring that remedial actions are taken whenever test systems deviate from the laboratory's established performance specifications.
o Training and certifying competency of testing personnel.
- Assures compliance with the following test management requirements:
o Detailed written or electronic test requisitions.
o A recording system for specimens submitted that documents each step for processing and testing patient specimens.
o Adequate systems to report test results in a timely, accurate, and reliable manner.
o Adequate systems governing the maintenance, timing, and storage of test reports.
- Works as a generalist Clinical Laboratory Scientist on weekend/holiday rotation and as staffing needs dictate.

Qualifications

All requirements must be met by the close date of this announcement, 11/12/2025.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: A bachelor's degree or higher from an accredited college or university.
  • Foreign Education: To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Graduates of foreign baccalaureate degree programs meet the educational requirements if they meet either of the following:
  1. Foreign transcripts are evaluated by an acceptable evaluation agency, and the degree is found to be equivalent to a NAACLS-approved U.S. clinical laboratory science degree program. OR
  2. The applicant submits a letter from ASCP BOC or AMT stating the individual is eligible to take the certification examination. NOTE: Possession of a certification identified below automatically determines the foreign education as creditable and no further documentation or proof of equivalency is needed.
  • Certification: Candidates must meet one of the certification options below.
  1. Generalist certification as an MLS given by ASCP BOC or AMT.
  2. Generalist certification as an MT given by ASCP BOR or AMT.
  3. Categorical certification or Specialist certification by ASCP or AMT.
  • English Language Proficiency: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS-12 Clinical Laboratory Scientist (Ancillary Testing Coordinator)
Experience: 1 year of creditable experience equivalent to the next lower grade level, GS-11, is required for all GS-12 assignments.
AND
Knowledge, Skills, and Abilities: In addition to the experience or education above, the candidate must demonstrate the following KSAs:
(A) Knowledge of medical technology concepts, principles, practices, and methodologies sufficient to perform full oversight and guidance for testing programs outside of the laboratory.
(B) Knowledge of mathematics and statistics as related to quality control, quality assurance, proficiency testing, inspection and accreditation, and continuous quality improvement.
(C) Knowledge of Federal, state, and VHA laws, regulations, reference standards, and certifying or accrediting agency requirements to carry out work in each ancillary testing site.
(D) Knowledge of laboratory information technology systems and interconnectivity.
(E) Skill in applying new scientific/technological developments and theories to laboratory testing.
(F) Ability to evaluate, interpret, and teach others to use quality control procedures and implement corrective actions.

The full performance level of this vacancy is GS-12.

Grandfathering Provision. Employees in VHA in this occupation under a permanent, appropriate, and legal placement on the effective date of this qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and certification where applicable. For employees who do not meet all the basic requirements of this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply:
(1) Employees may be reassigned, promoted up to and including the full performance (journey) level, or be changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or newly placed in supervisory or managerial positions.
(2) If an assignment above the FPL requires an additional certification over and above the basic requirements, employees must meet the assignment-specific requirement before they can be promoted.
(3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
(4) Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
(5) Employees initially grandfathered into this occupation who subsequently obtain certification that meets all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. NOTE: This provision is not intended to regularize appointments/ placements.
