Summary

The Pharmacy Informaticist Serves as the facility's subject matter expert on all pharmacy EHR related tickets, workflows, automation, and mitigations. Serves as a liaison to other services as it related to medication management and informatics across the organization.

Duties

The primary function of the incumbent is to assure the maintenance, support, and coordination of all aspects of pharmacy electronic health record needs and pharmacy applications. This may include, but is not limited to: Outpatient, unit dose/IV (inpatient), controlled substances, ward stock/automatic replenishment, consolidated mailout program (CMOP), pharmacy automation, menu management (electronic security keys), drug accountability, adverse reaction tracking, and pharmacy data management. The position requires knowledge of VISTA database and Fileman report protocols that can be obtained through on-the- job experience and VA sponsored programs. The individual will be responsible for the coordination of various clinical studies and quality assurance reports that are generated using the electronic health record database. The position will serve as a pharmacy subject matter expert for the preparation, implementation, and sustainment of Electronic Health Record Modernization (EHRM).

Duties include, but not limited to:

Clinical Functions

  • Provides appropriate patient consultation for all new prescriptions. Inquiries about side effects and patient questions for refill prescriptions. Evaluates patient's ability to understand instructions. Provides oral and written instructions to promote patient medication adherence.
  • Conducts prospective/retrospective drug use evaluations of high-use, high cost, or high-risk drugs as requested.
  • Monitors drug therapy and provides information to other health professionals.
  • Evaluates orders for appropriateness and drug interactions, allergies, and adverse reactions.
Educational Functions
  • Designs, implements, and supervises EHR related education and training program for pharmacy and other clinical service.
  • Maintains a good working knowledge of available information resources in addition to operational, therapeutics and disease management areas covered by pharmacy service.
  • Fosters a continuous learning culture to drive innovation in area pertaining to EHR use.
  • May serve as a preceptor for pharmacy learners.
  • Supports VISN EHR Pharmacy Program team in developing supplemental training, educational documents, and building programs related to reported EHR issues.
Administrative Functions
  • Monitors and triages all EHR tickets which are out of the scope of pharmacy or medication use to the appropriate point of contact.
  • Serves as the pharmacy's primary EHR liaison officer with the EHR vendor, VISN EHR team, and National EHR program.
  • Serves as the facility's subject matter expert on all EHR related tickets, workflows, and mitigations.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
  • Education
    • Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
    • Graduates of foreign pharmacy degree programs meet the educational requirement if able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. (Must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.)
  • English Language Proficiency - must be proficient in spoken and written English
  • Active work in a pharmacy role in the last two years.

Grade Determinations: In addition to the basic requirements the following criteria must be met:

Experience. One (1) full year of creditable experience at the next lower level (GS-12) or equivalent, directly related to the Clinical Pharmacy Specialist position which includes proven professional pharmacy practice; communicating orally and in writing to both patients and health care staff; proven knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security; and skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters OR completion of 1 year Post Pharm D. ASHP accredited Residency in the specialized area of clinical pharmacy practice. In addition must demonstrate the following KSAs:
  • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  • Expert understanding of regulatory and quality standards for their program area.
  • Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
  • Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
  • Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Preferred Experience:
  • Experience working with Oracle Cerner platforms
  • Experience in pharmacy informatics and data analysis
  • Experience with management, implementation, and troubleshooting EHR systems
  • Experience in managing pharmacy automation such as Script Pro, Pyxis, Parata, etc
