Summary

Director of Pain Management - Clinical Pharmacist Practitioner (CPP)
The Director of Pain Management will oversee daily program needs and operate relatively independently under the direction of the Associate Chief of Staff (ACOS) for Primary Care (PC). The Director of Pain Management will work closely with various Fargo Service Lines to provide integrated, interdisciplinary pain care across the system.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. Duties include, but are not limited to:

  • Incumbent develops, implements, organizes, directs, and manages all aspects of chronic pain treatment. This includes comprehensive development, planning and implementation of the program's policies and procedures, determining the needs of the program, overseeing and directing the quality and quantity of training, monitoring data-driven outcomes, and establishing program initiatives and direction within limitations of available staff and budget.
  • This Director has direct clinical and administrative supervision of pain management staff that fall on the Primary Care-Pain Management Organizational Chart. These staff work primarily within the Pain Management Clinics and are also involved in various population health, leadership, and educational endeavors in the area of pain management as well as the advancement of pain care practices.
  • This Director will be expected to provide systemwide leadership to additional FTE who are actively involved in Pain Management. Although these positions directly report to atl east 3 different services lines, the incumbent is responsible for leading this team to ensure consistent delivery of services across the facility.
  • He/She/They helps ensure the pain management clinics operate at the highest degree of efficiency and productivity, including continuous monitoring of clinic utilization, referrals, access, and appropriate staffing levels. Guidance is provided to MSAs to organize their impact on optimal scheduling and sending appropriate prompts to decrease missed opportunities. It is the direct responsibility of the incumbent to ensure pain management clinics are performing at an optimal level to meet the clinical and access needs of Veterans within each clinic.
  • The incumbent also provides structure related to unexpected patient needs, which commonly occur with this unique population. He/She/They manages these accommodations to minimize disruptions of the daily schedule of the pain management clinics and to provide patient access to a wide range of services. The incumbent also optimizes the use of and collaboration of services with other facility-wide departments (Whole Health, Mental Health, Primary Care, etc).
  • The incumbent manages the pain management staff with regard to following policy and procedures related to leave. He/She/They oversees clinical coordination to maximize function of all provider clinics, Interdisciplinary Pain Team, OSI Team, and ORT when expected or unexpected leave occurs at any staff level; provider, nurse, or MSA. The incumbent manages and modifies policy and procedures related to time and leave, as well as all aspects related to staff expectations and performance.
  • Additionally, the incumbent oversees other necessary aspects of the functioning of the pain management clinics. This includes the procedures and availability related to equipment/supplies needed for staff to provide interventions effectively and efficiently. He/She/They serves as the pain management clinic representative to assess space needs and facilitate ongoing availability of space to perform pain management clinic functions.
  • The incumbent ensures the use of appropriate pain assessment and outcome assessment tools are utilized in pain management clinics as well as leads change management to comply with VISN and/or National guidance.
  • The incumbent monitors the efficiency, effectiveness, timeliness and quality of services offered within the pain management clinics by monitoring the results of outcome measures. Many of the measures are multidimensional and help evaluate the overall effectiveness of treatments provided to veterans experiencing chronic pain. The incumbent analyzes post treatment data to determine efficacy of the pain management clinics and help guide future treatment objectives for all disciplines involved.

Qualifications

All requirements must be met by the closing date of this announcement, 01/15/2025

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Grade Determinations:

GS-13 Clinical Pharmacy Specialist
Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level, GS-12. The GS-12 requirements include:
1. Knowledge of professional pharmacy practice.
2. Ability to communicate orally and in writing to both patients and health care staff.
3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
AND
Knowledge, Skills, and Abilities (KSAs): Pharmacists assigned to this position must demonstrate the following KSAs:
1. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
2. Expert understanding of regulatory and quality standards for their program area.
3. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
4. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
5. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
