The primary purpose of this position is to serve as the Technical Advisor (TA) for USSPACECOM Command, Control, Communications, Computers (C4) Systems and assist the J6 Director with overseeing the Command's Information Technology (IT) resources consistent with the Command's mission and program objectives, applicable laws, regulations, principles, standards and resources.

Duties

Develops plans, coordinates, and implements USSPACECOM policy and DoD CIO specific areas IAW Clinger-Cohen Act of 1996 to include mapping the Network Enterprise and Cyber Security to enable data-centric operations. The position serves as the principal strategic-level information management systems architect for USSPACECOM and provides authoritative expert technical advice and support to the USSPACECOM Commander and senior leaders within the Command. The TA serves as the principal advisor for all IT Technology and Telecommunications within USSPACECOM and understands the current state of technology as it pertains to C4 systems and architectures, machine to machine interfaces, machine learning, artificial intelligence, autonomy, and "big data" analytics. The TA provides authoritative engineering and technical expertise, advice, and guidance to develop, tailor, and apply capability dependent on C4 systems, especially as they enhance joint and coalition interoperability to ensure technical integrity relative to engineering matters involving C4 networks and architectures. As USSPACECOM's trusted senior technical advisor and authoritative national/international expert and consultant on C4, represents the Command and the DoD in technical matters relating to information systems policy, plans, and objectives. Chairs or facilitates high-level committees, review groups, and councils for the planning, developing, evaluation and management of USSPACECOM, DoD, national, and international Information Systems.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education, and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. SPECIALIZED EXPERIENCE: Candidates must have one year (1) specialized experience at the next lower grade (GS-14/GG-14/Pay Band 4/5) or equivalent or specialized experience obtained in the private sector related to the duties of this SL position.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that satisfy the technical qualifications.TQ1. The applicant must be able to demonstrate considerable knowledge of scientific methodologies needed to assess technical and mission gaps and define detailed digital capability requirements to support the execution of the USSPACECOM UCP. The applicant should demonstrate sufficient understanding of space-related systems and data centric capabilities to develop methods to define capability gaps and requirements for validation with the Joint Staff, assess the effectiveness of assigned USSPACECOM mission areas, and advocate for capabilities with other Combatant Commands.TQ2. The applicant must reflect an in-depth knowledge of and experience with data centric- information technologies and command, control, communications, computers (C4) systems within the Combatant Command, Services, Agencies, and/or Department.

Education

For 0800, General Engineering Series:

a. A professional engineering degree from an accredited institution is required. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.-OR-

b. A combination of education and experience as required by the U.S. Office of Personnel Management (OPM). c. Computer Science Series (1550) requires: A bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have include any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from an accredited institution recognized by the Department of Education.

Additional information

Education: In addition, a master's or advanced degree in engineering, computer science, or related technical field is highly desired.
