Job Description (Please follow all instructions carefully)

Summary

As a Community Business Center Manager, you will serve as the primary point of contact for client agency personnel in facilities under the jurisdiction and control of GSA.

Position Location: Public Buildings Service, Mountain Plains Branch of the Rocky Mountain Service Center.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

The major duties for this position include but are not limited to the following:

Building Management:

  • Within the assigned area of responsibility, directs and supervises the operation, maintenance, repair and alteration, improvement, and protection activities of GSA Buildings to include mechanical, custodial, repair and improvements to structural and protection.
  • Enforces policy, procedure and standards regarding buildings and grounds.

Contract Management:

  • Contract for, directs, supervises, and administers for repair, improvement, and alteration projects. Inspects to identify requirements, justification and final acceptance of work provided.

Lease Management:

  • Advise tenant agencies, process space requests, determine availability, remodel requirement use of open space, vacant space recapture, furniture requirements, space utilization.
  • Manage the acquisition of lease space, the administration of the lease and communication with the lessor.

Resource Management:

  • Develop and manage the personnel resources, budgets, review financial performance and return on investment.
  • Conduct financial analysis of buildings, maintain strong revenue base, and identify projects to improve profitability and improve customer satisfaction.

Client Service:

  • As primary customer advocate, interact extensively with building tenants and client agency representatives on a recurring basis.
  • Prepares and presents analysis of asset financial status, makes recommendation, and negotiates the initiation of projects and activities.
  • Meets with high level client agency representative, tenants, to include Judges, Senators and congressional representative and other agency or public officials.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

  • Serve a one year probationary period, if required.
  • Serve a one year supervisory or managerial probationary period, if required

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-13 salary range starts at $103,409 per year. 

To qualify at the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that demonstrates a thorough understanding and application of building management principles, concepts and practices gained by serving as the primary interface between internal and external stakeholders for all facilities management activities for large office buildings. These activities must include conducting meetings, conferences, and inspections for complex repair and alteration projects; identifying and resolving potential problems with construction designs and specifications; oversight of buildings operations and maintenance; and communicating both orally and in writing with high level officials concerning sensitive and high visibility issues regarding building operations and customer concerns.

How You Will Be Evaluated

  • Knowledge of building management principals, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated projects.
  • Knowledge of procurement principles and procedures and of different types of contracts.
  • Ability to review contracts to ensure the repair, renovation, or lease, etc., meets the requirements and budget for the project.
  • Knowledge of real estate and space management techniques.
  • Ability to effectively manage project financial planning and analysis.
  • Skill in allocating fiscal, staff, and time resources to produce maximum results.
  • Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs, and satisfying their expectations with sound business practices.
