H-Band Duties
Performs varied assignments under the limited direction of a manager, project/program manager, team leader, or senior professional. Serves as an individual contributor and team member and may lead small projects or activities. Applies experience and comprehensive knowledge to review and interpret airport and aviation planning criteria, including airport master plans, system plans, airport demand forecasts, and Airport Layout Plans (ALPs). Provides technical guidance to airport sponsors, state aeronautical agencies, and metropolitan planning organizations, and reviews and approves local forecasts and ALPs.
Assists in development of the Airports Capital Improvement Program (ACIP) and administration of the Passenger Facility Charge (PFC) program. Supports environmental compliance by assisting with NEPA documentation, reviewing sustainability and environmental programs, and coordinating land use compatibility, zoning, and Grant Assurance compliance with airport sponsors and compliance specialists. Reviews ADO input for National Plan of Integrated Airport Systems (NPIAS) entry/removal requests, land use compatibility plans, land releases, acquisitions, and change-in-use requests, including appraisal reviews and verification of title, land configuration, and cost reasonableness.
Coordinates with FAA organizations, sponsors, consultants, and stakeholders to explain FAA policies and procedures related to airport planning, programming, airspace, airport design standards, and contract administration. Drafts correspondence including Congressional responses, briefing papers, approval letters, and sponsor guidance. Exercises discretion in selecting approaches, reviewing consultant contracts and scopes of work for procurement compliance, evaluating benefit/cost and life-cycle analyses, and coordinating on nonstandard design issues. Prepares project justifications and eligibility analyses for grant funding, recommends funding actions, maintains project status in SOAR, and performs grant closeout and financial completion reviews, including final payment or recovery recommendations.
I-Band Duties
Performs complex assignments under minimal supervision and may serve as a contributing specialist, project manager, or team leader for large/major projects or programs. Leads airport and aviation planning activities involving airport master plans, system plans, metro and state system forecasts, and Airport Layout Plans (ALPs), including technical review, acceptance, and approval responsibilities.
Provides leadership in development of ADO input to the National Plan of Integrated Airport Systems (NPIAS) and ensures compliance with FAA guidance for entry/removal requests. Reviews and approves land use compatibility plans, land acquisitions, releases, and change-in-use requests, ensuring compliance with the Uniform Relocation Act. Serves as a key point of contact for internal and external stakeholders, communicating FAA policies and procedures and advising on project implementation, planning, programming, airspace, airport design standards, and contract administration.
Exercises broad discretion in interpreting policies, resolving issues, and developing new approaches to current and anticipated problems. Participates in advisory committees, workshops, public meetings, and hearings. Provides technical guidance to less experienced staff, reviews consultant scopes of work and cost reasonableness for procurement compliance, and plans and organizes resources to accomplish projects within established schedules. Reviews modification of standards requests and forwards recommendations for approval when appropriate.
Possesses a complete understanding of grant project management and financial reporting requirements. Resolves most problems independently, with work generally reviewed only through status reports or at project completion to ensure compliance with FAA policy and program requirements. Performs other duties as assigned.

Qualifications
To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG/GS-11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience at the FV-H level is:
- Experience in evaluating studies and projects.
To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience at the FV-I level is:
- Experience developing or reviewing master plans studies and airport layout plans (ALPs).
- Experience providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation.
