Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Community Planning Series, all Professional Engineering Positions, and Architecture Series.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Basic Requirements for 0020:
-
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes professional knowledge of engineering/planning concepts, principles, practices, standards, methods, and techniques to effectively apply theories, principles, and concepts to installation facility space management, planning, and optimization programs.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Ideal Candidate: The idea candidate serves as a facility space planning professional at an Air Force (AF) installation responsible for managing activities related to human as well as physical aspects of facility planning, to include utilization, optimization, and project planning/programming in support of an installation.
The idea candidate should have knowledge of the following tasks:
- Developing the Installation Facility Space Optimization Plan (FSOP) and related space studies
- Be able to interpret facility space and programming standards
- Identify opportunities for facility space consolidation/optimization
- Collaborate with engineers, scientists and other export personnel across the installation
- Customer authorization/assignment process
- Attend and present at the Space Management Working Group (SMWG), Facilities Board Working Group (FBWG) and Facilities Board (FB). Chair the Space AMP meeting
- Should be able to identify and assign category codes (CATCODE) to facilities and internal spaces
- Maintain Comprehensive Floor Plan Records. Assists with the maintenance of comprehensive CAD floor plans, including accurate linework and detailed block attribution, for all facilities and floors, ensuring long-term data integrity
- Facilitate Efficient Floor Plan Revisions. Revise floor plans, incorporating linework adjustments, based on the summary of changes captured during the FSAS, ensuring accuracy and timeliness
- Guarantee Data Quality and Reconciliation. Conduct thorough data quality control analyses of the Data of Record (DoR) and actively support space allocation reconciliation efforts to identify and correct discrepancies
- Optimize Data Integration with GIO. Provide the updated and validated floor plans directly to the GIO for seamless integration and revision of the SUDS/DoR.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of engineering/planning concepts, principles, practices, standards, methods, and techniques to effectively apply theories, principles, and concepts to installation facility space management, planning, and optimization programs.
2. Knowledge to gather and analyze facts, draw conclusions, and devise solutions to complex facility space planning problems that require interpretation or extension of policy guides and substantial modification of techniques and procedures.
3. Experience leveraging Air Force Information Technology (IT) innovations and Authoritative Data Sources, such as the AF Geospatial Integration Management Systems, SMS, and NexGen IT.
4. Demonstrates knowledge and prior use of data collection, analysis and representation tools such as project tracking and data management software programs, field survey technology, Geographic Information System (GIS) and Computer Aided Design and Drafting (CADD) applications, and data science and analysis platforms.
5. Skill in communicating orally and in writing with clarity, conciseness, and persuasiveness; and the ability to relate the effect of facility planning decisions on the mission and goals of an installation.
6. Ability to organize, divide, and distribute portions of work to other professional and expert personnel in order to complete large and complex planning projects and resolve complex planning issues
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Basic requirements for 0801:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Basic requirements for 0808:
- Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
- Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.
- Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
