Summary

This position is located at the VA Bedford Healthcare System. The position serves as the Outreach Program Coordinator for the Hospital reporting directly to the Hospital Associate Director. The position plans, coordinates and directs the marketing and outreach activities for the Hospital, with responsibilities to include collecting, assembling, preparing and disseminating information concerning various programs related to patient care.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Duties may include, but are not limited to the following:

  • Develops, plans, initiates, and evaluates a comprehensive marketing plan and implementation strategy based upon analysis and research.
  • Develops, coordinates, and conducts marketing audits and analyses of existing services and capabilities within the serviced area.
  • Stays current and informed on emerging and existing trends in marketing, and health care delivery innovations and technology.
  • Performs database searches to identify utilization trends.
  • Develops databases using survey research and design techniques.
  • Leads the Hospital's efforts in planning and implementing its outreach/marketing program.
  • Assists department chiefs in identifying their potential market to whom they should promote their clinical expertise.
  • Implements marketing objectives within budgetary guidelines and monitor/evaluates effectiveness of implementation strategies.
  • Applies thorough understanding of the Hospital's program policies, regulations, and core competencies to provide staff-level advice and assistance to senior leaders in developing policy, goals, objectives, vision, and values for the outreach and marketing program.
  • Coordinates with Hospital staff and leadership to advance the outreach program, advises on policy, and assists with local development/implementation of customer outreach activities.
  • Produces all manner of marketing materials for the Hospital.
  • Designs consistent image/brand for the medical center's promotional material.
  • Performs other related duties as assigned.



Work Schedule: Monday - Friday from 07:30am-4:00pm

TO QUALIFY FOR THIS POSITION AT THE GS-9 GRADE LEVEL, YOU MUST MEET ONE OF THE FOLLOWING:

SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Community Relations Specialist that is typically in or related to the work of the position to be filled. Specialized experience includes performing market research and analysis; preparing status reports; planning and implementing outreach programs; and designing marketing materials using desk top publishing software. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR-

EDUCATION: Have successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B., J.D., if related, that demonstrates the knowledge, skills and abilities necessary to do the work of the Community Relations Specialist position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. COMBINATION: Have equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills and abilities necessary to do to the work of the Community Relations Specialist position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Community Relations Specialist position.
