This Concessions Management Specialist position will be duty-stationed at Zion National Park in Springdale, Utah. This is a full-time, permanent position with career-ladder potential to GS-09.

Duties

  • Customer Service and Collaboration: Serves as a liaison between commercial service providers and NPS divisions/park staff.
  • Asset Management: Periodically evaluates concession facilities to evaluate concessioner maintenance plan accomplishments.
  • Business Acumen: Reviews and develops an understanding of information related to concessioner and Commercial Use Authorization (CUA) operations.
  • Monitoring and Evaluation: Critically reviews and evaluates required reports, programs, documents, and other data (e.g., annual maintenance plans, risk management programs, environmental management programs) to confirm compliance with terms and conditions of the contract.
  • Legal Framework: Demonstrates knowledge of relevant laws, regulations, policies, procedures, and contract provisions in order to monitor compliance by commercial service operations.
  • Commercial Services Development: Participates in commercial services planning in order to provide necessary and/or appropriate services through concession contracts and CUAs.
Duties will be developmental in nature when filled below the full performance level.

Physical Demands:
Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required.

Work Environment: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.

  • UNIFORM: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • WORK SCHEDULE: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • TRAVEL: You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

QUALIFICATIONS:

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-07 grade level, you must possess one of the following qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performing basic analytical work such as cost comparisons, service delivery metrics reviews, or similar analysis; Assisting higher level specialist in reviewing basic contracts, agreements, or other business-related documents; Assisting others in the preparation of business-related evaluations or reports; and/or similar administrative/analytical work supporting business practices. ou must include hours per week worked.

To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as, but are not limited to, the following: Participating in developing plans for commercial services to provide services through concession contracts and commercial use authorizations; Participating in evaluations of concession operations and facilities to determine if they meet requirements and regulations; Drafting written documents, reports, and correspondence related to concessions and commercial services; Responding orally to inquiries regarding the agency's activities, mission, and goals; Monitoring commercial use authorization providers for adherence to their authorizations; and/or Processing commercial use authorizations. You must include hours per week worked.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. COMBINATION: Successful completion of a combination of education and experience as described above. As an example, I have six months of specialized experience and 27 semester hours or 41 quarter hours of appropriate directly related graduate education (50 percent of the education requirement.) . Zion National Park is located in southwestern Utah. The climate is generally hot with daytime high temperatures ranging from 95 to 110 degrees in the summer, and 55 to 10 degrees in the winter. Nighttime lows range from 65 degrees in the summer to 10 degrees in the winter. Minimal shopping is available in Springdale, Utah, located two (2) miles from Park Headquarters. A full range of shopping, medical, dental, religious, and recreational facilities are available in Hurricane (25 miles), St. George, (45 miles), and in Cedar City, (63 miles), Utah. Elementary school (grades K-5) is available in Springdale, with bus service provided. Junior high and high school is available in Hurricane, with bus service provided. Utah Tech University is located in St. George, and Southern Utah University is located in Cedar City. **Due to the desirable nature of the area surrounding Zion National Park, please be sure to research and understand the limited housing options and the area's cost-of-living.**

Park/Government housing is not available for this position.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Employer paid and reimbursed relocation expenses are considered taxable income. The NPS does not provide tax, legal or accounting advice.
