The Construction Control Representative (CCR) position is located in Facility Management Service at the Syracuse VA Medical Center. The V AMC Syracuse is a tertiary hospital consisting of a 106 bed general medical/surgical facility in addition to a 48 bed Community Living Center, two off-site outpatient mental health clinics in Syracuse and a VA owned Community Based Outpatient Clinic housed in the former Griffiss Air Force Based Hospital in Rome, NY.

DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
Duties
- Develops solutions to problems that there are no precedents for or those that involve redesign to provide for consideration of floor-load capacity, maximum space utilization, or require detailed planning and scheduling of the various phases to achieve proper coordination with minimum interruption of patient care services.
- Analyzes and makes recommendations concerning feasibility, cost, and effect on operations of anticipated physical changes and alterations, space reallocations, or construction of new or expanded facilities; provides advice on the engineering aspects related to purchase and installation of new equipment.
- Maintains up-to-date drawings and space database and provides information to the Space Committee. Also provides advice to operating officials and top management in connection with proposals for the construction of new units and/or alteration and modification of existing units.
- Is considered the Facility Management Engineer Team member, and as such, the incumbent participates in the data collection, coordination and preparation of project status reports, monthly progress reports, capitalization costs, environmental assessments, applications for Health Care Facility Projects, annual service budget preparation, compiling and implementing short and long-range goals for Facility Management Service and the Medical center in general, and the five-year facility plan.
- Works with Facility Manager to compile activation reports for projects that include - staffing, operating costs, utility costs, equipment maintenance costs and recurring maintenance and repair costs.
- Exercises sound judgment to comply with all existing codes, guidelines, and manuals for construction in the fields of electrical, sanitary, civil and safety engineering.
- Ensures the safety of patients, visitors, and employees around his/her assigned job sites.
- The CCR directs, controls, and expedites the planning, design and construction of recurring, non-recurring, minor and miscellaneous projects in the Medical Center's Construction Program. The incumbent is responsible for making administrative and technical decisions related to managing the assigned projects and for the expeditious completion of the projects.
- The CCR is responsible for coordinating projects or problem resolution across departments, organizations, or contracting professionals and keeps the supervisor informed of progress and of potentially controversial matters.
Work Schedule: Monday through Friday from 7:30am to 4:30pm

Physical Requirements: Duties require periods of standing, walking, bending, climbing ladders or carrying of light objects associated with on-site inspections. Duties also require periods of sitting while preparing reports, correspondence and estimates. Duties may require other than normal working hours.
Work Environment: Work is performed in an office/Medical Center setting as well as on construction and other work sites where there is exposure to construction conditions during daily inspections of projects. Incumbent is required to wear personal protective equipment (i.e. hard hat, etc.) as necessary.

Specialized Experience GS-11: Applicants must also meet the specialized experience and/or education requirement for the GS-11 grade. You may qualify based on your experience and/or education described below for the GS-11 Construction Control Representative:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Engineering aid or technician or surveying technician performing work directly related to construction, Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements and supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

- Combination: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-11 (only graduate education in excess of 2 years, 36 semester hours, can be used towards crediting a combination of education and experience).
