Duties
- Serves as the primary contact between the contractor's supervision and Reclamation supervision and inspectors in regard to all contract construction operations.
- Observes and investigates construction at all stages to identify and report problems and to recommend solutions to the Supervisory Civil Engineer.
- Investigates the need for contract change orders and changing site conditions.
- Updates as-built drawings at the completion of construction.
- Oversees all construction operations for compliance with plans and specifications and prepares technical data.
- Monitors contractor safety program providing required documentation on all safety inspections and findings.
- Submits progress reports and maintains records of work accomplished.

A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-10, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience providing inspection during construction projects; writing daily inspection reports to record contractor work performed and, providing oversight to others with less familiarity of inspection.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience providing inspection during construction projects; independently writing daily, weekly, and monthly inspection reports; working independently on a construction site as the sole on-site representative and recording modifications to contract drawings and specifications for use in the preparation of "as-built" drawings at completion of construction.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Category rating and selection procedures will be used to evaluate applications from this announcement.
