This position is in the Engineering Section located at the Fayetteville NC VA Coastal Healthcare System within VISN 6 Mid-Atlantic Healthcare Network. The position is organizationally aligned under Engineering Service and is supervised by the Supervisor, Project Engineering and Design Section.

Duties
Major duties include, but are not limited to the following below:
The incumbent performs work of a broad scope and complexity in practices related to scientific and engineering fields and has demonstrated the ability to interpret, select, adapt, and apply many guidelines, precedents and engineering principles and practices. Duties include construction quality assurance and Construction Safety as related to contract administration activities to assigned construction projects.
- Utilizes a practical knowledge of engineering disciplines, methods and techniques, construction practices, materials, cost and equipment.
- Serves as a staff advisor to the Engineering and Safety Management. - Responsible for providing guidance, technical assistance and advice to all levels of the medical center's management for an effective application of Quality and Safety in the Construction Program.
- Actively serves as a member of the Construction Safety Committee. The incumbent also performs work on contracts as a Contracting Officer Representative (COR). Some duties include but are not limited to:
- Reviews A/E designs and monitors performance contracts and adherence to specifications for materials and installation for construction projects
- Attends and actively participates in pre-bid and pre-construction conferences.
- Reviews shop drawings and submittals from contractors during construction of new structures or renovation of existing structures for compliance with contract drawings and specifications.
- Reviews contractor daily reports of work progress, safety events, personnel on site in various trades, weather/work conditions, equipment on site and other items for accuracy and safety compliance.
- Performs other related duties as assigned.

Qualifications
Applicants must meet Individual Occupational Requirements (IOR) and the Specialized Experience requirements as listed below:
Individual Occupational Requirement (IOR): In order to meet the basic requirement of the Construction Control Representative, 0809 Occupational Series, you must possess:
- Engineering aid or technician or surveying technician performing work directly related to construction.
- Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
- Supervisor of craftsperson, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition to the IOR above, you may qualify based on your experience and/or education as described below:
- Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applies construction practices and testing procedures, conducts inspections and prepares reporting documents; verifies contractor complies with codes and regulations, site materials, change orders, safety; and participates in preparation of project budgets and construction Independent Government Cost Estimates (IGCE). OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Master's degree or 2 full years of progressively higher level graduate education leading to such a degree in a major field of study related to the work of the position (Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.). (TRANSCRIPT REQUIRED). OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours that you earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
