Duties

  • Prepares progress reports and computation sheets from bid breakdown.
  • Assists engineer and/or project manager with preparing modification documents which involve design changes differing site conditions, variations in quantity estimates, changes in specifications end drawings, etc., resulting from deficiencies encountered during the construction phase.
  • Attends and participates in pre bid conferences to orient and inform bidders as to features, requirements, and special conditions.
  • Assures that all work under contract provisions has been completed and that no deficiencies exist that would preclude recommending final payment to contractor. Incumbent furnishes all reports and data required for transfer upon completion of construction.
  • Confers with Project Manager or Project Engineer on matters pertaining to the control, placement, consistency and suitability of materials and equipment, special construction problems affecting progress or quality of construction work, administration, supervision, or plans and design of the project.
  • Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials.
  • Prepares documentation and sketches of contract changes, estimates of costs for modifications, materials, and equipment, evaluating conditions at the work site, field measurements, computations, local prices, negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications
  • Reviews specification packages, design drawings, and independent government cost estimates for bid ability and constructability.
  • Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to construction of the project and unanticipated contingencies and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results.
  • Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability construction feasibility, and reasonableness of costs.
  • Assists with the development of modification estimates and/or reviews to determine what adjustments, if any, should be made, based on extenuating circumstances revealed during discussions with inspection personnel, review or records, "on-the spot" investigations, or evaluating the scope of the work in modification document.
  • Reviews final plans and specifications for construction feasibility and practical accomplishment and interprets technical portions for other participants.
Work Schedule: Monday-Friday 7:30am-4:00pm, subject to change based on the needs of the facility.

Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Experience utilizing electronic systems to gather, review, input, update, access, organize, process, prepare and maintain designs using AutoCAD or other specialized software and to maintain information for use in litigation and/or to accomplish contract compliance.
  • Experience in construction industry safety standards and their application in order to determine adequacy and validity of contractor data and compliance with safety requirements.
  • Extensive experience and skill in applying a wide range of concepts, practices, regulations, policies, and precedents; analytical and diagnostic techniques; qualitative and quantitative techniques; techniques for developing new or modified work methods, approaches, or procedures; and related emerging practices and methods, sufficient to provide comprehensive management advisory and technical services on substantive functions and practices.
  • Developing innovative methods, approaches, or procedures; identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues; and formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.

Driver's License Requirement: Must possess a valid state issued driver's license to operate a motor vehicle. (Please do not submit a copy of your license with your application package. You will be required to show your valid driver's license at the time of your interview.)

Selected applicants will be required to pass a pre-employment physical.

Must be able to independently operate Government Vehicle.

Must provide clean driving record report from the DMV during the pre-employment process.

Education

There is no educational substitution for the GS-12 level.
