Summary

Incumbent serves as a Construction Control Representative for all delegated construction activities, with additional responsibilities to accomplish various technical and construction management functions relating to construction planning, space management, record documentation for construction and facility management, energy management, and operation of building utility systems with the Southern Arizona VA Health Care System in Tucson, Arizona.

Duties

Duties include but are not limited to:

  • Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for constructability, building code compliance, construction sequencing, value engineering, anticipated physical obstructions and other construction difficulties and availability of selected materials.
  • Attends and participates in pre-bid conferences to orient and inform bidders as to locations, features, requirements, and special conditions. Reviews final plans and specifications for construction feasibility, practical accomplishment and interprets technical materials for other participants.
  • Reviews material submittals and shop drawings to determine compliance with contract drawings and specifications.
  • Coordinates construction phasing requirements and construction schedules with contractors and stakeholders to assure compliance with contract documents and to minimize interruption of continuous medical center operations.
  • Conducts inspection of construction activities for compliance with design intents, quality assurance and workmanship, adherence to established schedule and budget, and compliance with all safety and environmental regulations.
  • Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures.
  • Reviews correspondence and reports on construction status and progress, tests, administration, contractor's estimates relative to construction of the project and unanticipated contingencies and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results.
  • Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs.
  • Participates in contract negotiation to modify existing terms and submits appropriate documents to contracting officer for modification execution.
  • Coordinates utility outages to minimize impacts to clinical operations.
  • Responsible for reviewing and approving contractor's proposed plan, notifying and gaining approval from impacted Services and management, coordinating with in-house staff for utility shut-off/turn-on, and for provisioning of temporary support measures.
  • Reviews and responds to requests for information from construction contractors by investigating plans, site conditions, existing building and utility conditions, troubleshooting building system operations, and researching facility record documents.
  • Coordinates work schedules and supports co-workers in accomplishing work during off-hours and weekends.
  • Prepares progress reports and computation sheets from bid breakdown.
  • Recommends progress payments based upon the percentage of work satisfactorily completed and determines any withholdings for unsatisfactory work.

Work Schedule: Monday through Friday, 7:00 am to 3:30 pm (tour hours may be flexible). May require to work night and weekend shift on occasion for project support.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-11: You must have at least (1) one full year of specialized experience (equivalent to the GS-10 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized Experience: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of craft persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-11 level.
