Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 Level you must have one year of specialized experience that demonstrates a practical knowledge of engineering with primary responsibility for performing work in overseeing, managing, and inspecting construction work, which includes Interpreting plans and specifications of complex construction projects; inspecting materials and workmanship to ensure quality, safety, and compliance with regulation and contractual requirements; performing a thorough review of contractor-submitted documents for accuracy and adequacy; providing input and recommended solutions to project engineers toward solutions or courses of action observations made at project sites; developing QA inspection requirements for upcoming projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
