Summary

About the Position: This announcement is for a Construction Control Representative, GS-0809-05/6/7/8/9/10 or target 11, located in Joliet, IL.

Position is being filled at the GS-0809-05/6/7/8/9/10 OR at the full performance grade level of GS-0809-11. Duties described reflect the full performance GS-0809-11 level.

Duties

  • Perform, monitor, inspect, and investigate all construction phases.
  • Prepare reports pertaining to construction project progress, payments, modifications, materials, and/or delays in construction.
  • Communication with the public regarding construction projects.
  • Make on-the-spot decisions and commitments to avoid delays in construction.
  • Monitor and control contractor construction projects at a variety of locations.
  • Coordinate work with contractors' personnel and representatives of the using agency to assure the timely and satisfactory accomplishment of contracts.
  • Comply with plans, specifications, shop drawings, and contracts.
  • Identify actual or potential problems and determine the necessity for changes or remedial action.
  • Review, advise on, and evaluate contractors' quality assurance.
  • Inspect material and/or equipment received at construction site.
  • Observe all construction phases to ensure compliance with contract schedules, specifications, and/or shop drawings.
  • Inspect work areas, method of performance, etc., for safe practices.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain a valid stateside driver's license.
  • Incumbent may be required to sign a mobility agreement as a condition of employment
  • One year trial/probationary period may be required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Ability to work nights, weekends and/or holidays depending on the needs of the project.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for the GS-05 level:
Specialized Experience: One year of specialized experience which includes basic knowledge of project plan suitability, assists with the investigation of construction phases for compliance with schedules, and assists with preparing construction progress reports.
OR
Education: Completed a 4-year course of study above high school leading to a bachelor's degree in a major study in the appropriate field of study such as engineering, construction, or industrial technology; OR that included 24 hours in a combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.

To qualify for the GS-06 level:
Specialized Experience: One year of specialized experience which includes performing project planning suitability, assists with investigation of construction phases for compliance with schedules and preparing construction progress reports.
OR
Education:
Successfully completed a half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering, construction, or industrial technology. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education:
Specialized experience as described above, but less than one year; and some graduate level education as described above, but less than the required half year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). To qualify for the GS-07 level:
Specialized Experience: One year of specialized experience which includes assisting with advising contractors on project plan suitability, assisting with the investigation of construction phases for compliance with schedules, and preparing construction progress reports.
OR
Education:
Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering, construction, or industrial technology. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education: Specialized experience as described above, but less than one year; and some graduate level education as described above, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). To qualify for the GS-08 level:
Specialized Experience: One year of specialized experience which includes advising contractors on project plan suitability, performing the investigation of construction phases for compliance with schedules, and preparing construction progress reports.
OR
Education:
Successfully completed one and a half years (27 semester hours) of progressively higher level graduate education leading to such a degree such as engineering, construction, or industrial technology. (NOTE: You must attach a copy of your transcripts for verification)
OR
Combination of Experience and Education:
Specialized experience as described above, but less than one year; and more than one year but less than the required education as described above. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above 1 year (18 semester hours) by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify. To qualify for the GS-09 level:
Specialized Experience: One year of specialized experience which includes preparing or interpreting construction project plans, drawings, and/or specifications; and assisting with the preparation or review of contract documentation.
OR
Education: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering, construction, or industrial technology. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education:
Specialized experience as described above, but less than one year; and at least one year of graduate education as described above, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify for the GS-10 level:
Specialized Experience: One year of specialized experience which includes experience interpreting construction project plans, drawings, and/or specifications; performing quality control procedures; and reviewing contract documentation.

Education:
Successfully completed two and a half years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering, construction, or industrial technology.(Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education:
Specialized experience as described above, but less than one year; and at least two and a half years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education

To qualify for the GS-11 level:
Specialized Experience: One year of specialized experience which includes overseeing the various phases of construction to ensure compliance (such as contract schedules, specifications, and shop drawings); inspecting materials, equipment, and/or work areas for conformance/safe practices; and providing technical assistance on the review of project plans.
OR
Education:
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering, construction, or industrial technology.(Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education:
Specialized experience as described above, but less than one year; and at least two years of graduate education as described above, but less than the required three years.
