Individual Occupation Requirements: Specialized experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
- You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Engineering aid or technician or surveying technician performing work directly related to construction.
- Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements
- Supervisor of craft persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.

Education and Training:
For GS-3:
Successful completion of l year of study that included at least 6 semester hours of courses in one or a combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.
For GS-4:
Successful completion of 2 years of study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3.
For GS-5:
Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3.
In addition to the Individual Occupation Requirements you must have one year of Specialized Experience at the next lower grade.
Specialized GS-11 grade level: One year of specialized experience (equivalent to the GS-10 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Ability to relate to internal and external customers appropriately and courteously; Maintenance of confidentiality of patient information, electronic and print; Program area performance improvement; Ability to work and function in the Hospital in a safe manner, including infection control and the correct operation of equipment; Knowledge of full range of principles, concepts, and methodology associated with project management of engineering projects; Knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to project management and engineering fields; Knowledge of construction methods, procedures and materials including procedures and standards of Healthcare facility construction; Knowledge of government contracting procedures, regulations, and guidelines; Understanding of state and local jurisdiction over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services; Knowledge of Architectural Engineering (A/E) contract procedures and complex construction project management work typically acquired thru educational training and certifications, and work experiences and ability to communicate in project management terminology necessary for all projects both verbally and in writing in clear language.
There is no educational substitution for the GS-11 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
