In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-04:
Specialized Experience: Six months of general experience which includes (1) any type of work which demonstrates ability to perform the work of the position, or (2) experience that provided a familiarity with reviewing plans and specifications AND six months of specialized experience equivalent to the GS-03 grade level in the Federal service which includes: applying construction or trade principles, concepts, methods, and equipment.
OR
Successfully completed two years of education above the high school level that included at least 12 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. (Note: You must attach a copy of your transcripts.)
OR
General and/or specialized experience as described in A, but less than one year; and I have some education above the high school level but less than required in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of education by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
GS-05 level:
Specialized Experience: One year of specialized experience equivalent to at least the GS-04 level which includes applying construction principles, concepts, methods, and equipment in accordance with construction plans and specifications.
OR
Education: Completed a 4-year course of study above high school leading to a bachelor's degree in a major study in the appropriate field of study such as engineering, construction, or industrial technology; OR that included 24 hours in a combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.
GS-06 level:
Specialized Experience: One year of specialized experience equivalent to at least the GS-05 level which includes interpreting construction plans and specifications.
OR
Education: Successfully completed a half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering, construction, or industrial technology. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education: Specialized experience as described above, but less than one year; and some graduate level education as described above, but less than the required half year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-07:
Specialized Experience: One year of specialized experience equivalent to at least the GS-06 level which includes performing work which includes conducting construction inspections.
OR
Education: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering, construction, or industrial technology. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education: Specialized experience as described above, but less than one year; and some graduate level education as described above, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-08:
Specialized Experience: One year of specialized experience equivalent to at least the GS-07 level which includes recording changes and modifications to contract drawings and specifications.
OR
Education: Successfully completed one and a half years (27 semester hours) of progressively higher level graduate education leading to such a degree such as engineering, construction, or industrial technology. (NOTE: You must attach a copy of your transcripts for verification)
OR
Combination of Experience and Education: Specialized experience as described above, but less than one year; and more than one year but less than the required education as described above. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above 1 year (18 semester hours) by 9. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
GS-09:
Specialized Experience: One year of specialized experience equivalent to at least the GS-08 level which includes 1) identifying and resolving problems and 2) recommending changes in construction projects.
OR
Education: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering, construction, or industrial technology. (Note: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education: Specialized experience as described above, but less than one year; and at least one year of graduate education as described above, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
