Duties
The duties of the Construction Controls Representative include, but is not limited to:
- Attends and participates in pre bid conferences to orient and inform bidders as to features, requirements, and special conditions.
- Reviews final plans and specifications for construction feasibility and practical accomplishment, and interprets technical portions for other participants.
- Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures.
- Prepares documentation and sketches of contract changes, estimates of costs for modifications, materials, and equipment, evaluating conditions at the work site, field measurements, computations, local prices.
- Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to construction of the project and unanticipated contingencies, and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results.
- Negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications.
- Prepares progress reports and computation sheets from bid breakdown.
- Assures that all work under contract provisions has been completed and that no deficiencies exist that would preclude recommending final payment to contractor.
- Arranges meeting with contractor and participates in negotiation of these adjustments.
- Confers with Project Manager or Project Engineer on matters pertaining to the control, placement, consistency and suitability of materials and equipment, special construction problems affecting progress or quality of construction work, administration, supervision, or plans and design of the project.
- Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs.
- Furnishes all reports and data required for transfer upon completion of construction.
- Recommends progress payments based upon the percentage of work satisfactorily completed and also determines any withholdings for unsatisfactory work.
- Arranges meeting with contractor and participates in negotiation of these adjustments.
Work Schedule: Monday- Friday; 8:00 am-4:30 pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements.
- Engineering aid or technician or surveying technician performing work directly related to construction.
- Construction inspecting materials and workmanship and ensuring adherence to safety requirements.
- Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition to meeting the above
Individual Occupational Requirement (IOR), applicants must also meet the specialized experience and/or directly related education relevant to this position. To qualify you must possess the following:
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
- Interpret and Inspect Construction Work: Demonstrate expertise in reviewing contract documents (drawings, specifications, scopes of work, codes) and conducting thorough on-site inspections across all major trades to ensure compliance and identify deficiencies.
- Document and Manage Quality Assurance: Prepare, maintain, and manage comprehensive construction-surveillance and quality-assurance records-including daily reports, photographs, deficiency notices, punch lists, and project-progress logs-in an electronic project-management environment.
- Review Technical Submittals and Support Contract Changes: Evaluate contractor schedules, work plans, submittals, and field changes for technical adequacy, safety, quality, and impact on cost/schedule; support contract modifications by documenting changed conditions and preparing technical recommendations.
- Coordinate with Project Stakeholders: Collaborate effectively with contractors, architects, engineers, project managers, and facility representatives to resolve field issues, verify completion, and facilitate acceptance of work. Complete design projects from planning phase to construction phase.
- Utilize Construction Technology Platforms: Proficiently use construction-management and document-review software (e.g., AutoCAD, Autodesk , Bluebeam, Revit, Procore, BIM tools) to review drawings, track project activities, and coordinate design/model information.
There is no educational substitution for the GS-12 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Work Environment: Incumbent is required to work both inside on hard concrete surfaces and outdoors on uneven surfaces in all types of weather conditions. Work involves regular and recurring exposure to moderate risks and
discomforts, such as dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
