Duties
Serves as Program Analyst and Project Manager within the Support Directorate, Construction Branch (MRD), on the evaluation of the overall effectiveness of the capital construction program in accordance with Business & Support Services strategic goals, business plans and resources. Under the general supervision of the Head of the Construction Branch, serves as intermediary for multi-dimensional analysis within the Construction Branch (MRD) and as the contract liaison/coordinator between MRD and the Procurement Branch (MRB). Primary duties include development of Scope of Work and Independent Government Estimates, (IGE) and Acquisition Plans of proposed projects. Duties also include coordination, planning, scoping, design, acquisition, construction, direction and execution of assigned projects.
Serves as a technical advisor for project planning and cost estimating. In coordination with other branches, conducts a wide range of complex evaluations. Plays an integral role in establishing floor plans, electrical/mechanical requirements and designs that align with the customer¿s vision. Identifying and establishing specifications on labor, contractual scope of work assisting in the development of the Request for Proposal, and material in accordance with recognized building codes, BEAP and local Base Requirements. Working with MRD Project Managers to coordinate all planning tasks with MR Representatives and specified stakeholders to obtain desired results.
Supports the implementation of the capital construction program for Business Operations and Hospitality Services to include all project validation assessments (PVAs), master planning, new stores, renovation, and expansion projects. Interacts with Business Operations, Hospitality Services, local commands, and construction contractors to ensure compliance with Business Operations branding, Lodging and Hospitality branding, best practice standards, scope of work and approved budget. Identifies efficiencies and cost-effective measures relate to capitalization efforts with focus on the design/build process.
In coordination with other branches, may conduct complex evaluations of Construction programs and projects, including independent analytical and quantitative/qualitative assessments of their effectiveness, efficiency, and sustainability.
Develops acquisition plans for projects, organizing responsibilities and support. Manages project schedules, budgets, and prepares purchase requests and government estimates for construction and related services. Collaborates with contracting officers to ensure procurement integrity and separation of functions between Project Management and Contracting.
Prepares statements of work (SOW) for all solicitation and contract types, including modifications for change orders. Coordinates required documents from local Base (Non-appropriated Fund Instrumentality, Public Works (PW), Facilities Engineering and Acquisition Division, or Naval Facilities Engineering Command (NAVFAC). Prepares evaluation plans for complex procurements or those that exceed the simplified acquisition threshold. Supports the development and implementation of new Project Planning through the Project Management Information System (PMIS).
Conducts and participates in site visits for compliance inspections and project scope reviews, including annual Interior Condition Index (ICI) assessments. Organizes analytical studies to ensure program and service needs are met, recommends corrective actions, and conducts follow-up inspections. Analyzes current and projected programs, collects and verifies data, and performs quantitative and qualitative analysis manually and using automated systems.
Actively participates in conferences, briefings and meetings. Researches, analyzes and prepares supporting documentation for presentations and proposals. May prepare correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Reviews, research, and benchmarks emerging trends and analyzes the functional impacts on the Business Operations. Reports on performance of programs to higher authority.
Acts as a liaison between the contractor and Contracting Officer, overseeing contractor performance and contract compliance. Notifies the Contracting Officer of potential issues, handles correspondence, maintains contract files, inspects and accepts deliverables, and approves invoices. Performs other tasks as assigned by the Contracting Officer. Completion of Ethics and Standards of Conduct training is required.
May travel to conduct work assignments. May work a fluctuating work schedule to conduct work assignments outside of the typical workweek and work hours.
