Accounts Management

The following are the duties of this position at the full working level.

  • Communicates with individual taxpayers, their representatives, professional stakeholders, and other government officials.
  • Uses sophisticated interviewing techniques, to review individual circumstances and goals, and advises on the most advantageous ways to meet them.
  • Explains what future actions are necessary for compliance by advising on tax liability
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-5, but if the position has career progression to GS-8, then you may move from a GS-5 to a GS-8 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. SPECIALIZED EXPERIENCE:
GS-5 Level
: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: experience that may have been gained in work with records, documents or financial accounts which involved applying established rules and procedures, or experience gained through work in positions that involved frequent contact with the public researching and responding to non-routine requests for information orally or in writing. The following are examples of specialized experience that may be qualifying and are not all inclusive. Applying laws, rules or regulations and written guidelines; Experience gained in an environment conducting face to face and/or telephone interviews (e.g., collection agency, telemarketing, customer service, sales) resolving problems and issues; Negotiating with others to resolve issues; Performing administrative and technical procedures using a computer to locate and review records and reconcile discrepancies; Experience working with records or financial accounts applying established rules and procedures (e.g., basic accounting, credits and debits, researching and/or adjusting accounts).

OR

You may substitute education for specialized experience as follows: completed at least 4 years of education above the high school level leading to a Bachelor's degree (120 semester hours, 180 quarter hours or 2880 formal classroom hours) or a Bachelor's or higher degree.

SPECIALIZED EXPERIENCE:
GS-6 Level:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: experience that may have been gained in work with records, documents or financial accounts which involved applying established rules and procedures. Experience may also have been gained through work in customer service positions that involved frequent contact with the public and may have involved researching and/or adjusting customer accounts. The following are examples of specialized experience that may be qualifying. Please note that these are just examples and this list is not all inclusive: Applying laws, rules or regulations and written guidelines; Communicating orally in order to provide information, assistance, or instructions to members of the general public or their representatives; Negotiating with others to resolve issues; Performing administrative and technical procedures using a computer to locate and review records and reconcile discrepancies; Writing correspondence in response to inquiries and drafting a variety of other written products.

SPECIALIZED EXPERIENCE:
GS-7 Level:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes: Communicating orally with a large volume of people from different social backgrounds in order to provide or elicit information; Researching regulations or guidelines to determine answers or resolve problems; Reviewing tax records for computation errors; Advising and assisting customers with a variety of problems; questions, or situations; Making computations to determine debt; and preparing written correspondence in reply to personal, telephone and/or written inquiries and performing administrative and clerical processes using a computer.

SPECIALIZED EXPERIENCE:
GS-8 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Reviewing tax records, reports, documents or similar records for discrepancies and making necessary changes/corrections; Researching and adjusting customer accounts; collecting debt; providing explanations in response to specific inquiries; Reviewing particular circumstances of individuals and applying regulatory requirements that will best meet their needs; Interpreting complex laws, regulations and written guidelines; Communicating orally with a large volume of people from different social backgrounds in order to resolve problems and provide advice/guidance; Writing correspondence in response to complex inquiries for technical information and performing administrative and clerical processes using a computer.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.   • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
  • This is a bargaining unit position.
  • Tour of Duty: Day Shift - hours are between 6AM and 6PM; Mid Shift - hours are between 10AM and 10PM; Swing Shift - hours are between 2PM and 1AM. Shifts vary by location and will be assigned upon selection. There is no guarantee you will be selected for the shift you prefer. While your shift will be assigned upon selection, your actual TOD on the selected shift will be assigned upon completion of training.
  • Post of Duty (POD): Training may be conducted in a designated location other than the assigned POD located in the job offer until training is complete.
  • Alternative work schedule, staggered work hours or telework may be available.
  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
  • Season is from 6 to 8 months. Employees who work a seasonal work schedule are placed in non-pay status or recalled to duty as workload or budget dictates and in accordance with their seasonal employment agreement.
  • Relocation expenses are not authorized.
  • Pay retention may be offered based on applicable laws and regulations.
  • If this position is covered by a formal development plan, pay retention will be offered where applicable based on law and regulation.
