Job Description (Please follow all instructions carefully)

Summary

DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Management Division, Acquisition & Financial Assistance Branch, Sterling, VA.

The major duties of this position include but are not limited to the following:

1. Prepare pre-award, post-award and close-out documents involving contracts of critical importance to BSEE and BOEM. This includes assisting in the planning, managing, directing, and overseeing of all contractual aspects of the acquisition.

2. Reviews and analyzes procurement requirement packages, including statements of work, received from the program offices; conducts market research; issues solicitations and promote the competition process; oversees the technical evaluation of offers; conduct responsibility determinations for the selected vendor; creates award documents utilizing correct contract clauses and provisions; performs all necessary actions to award contracts including a variety of modification types, issuance of show cause letters, novation agreements, and other administrative duties.

3. Responsible for the performance of pre-award and post-award functions in support of various financial assistance programs involving both discretionary and mandatory funding incorporating various legal authorities, and statutory requirements, with various recipients including nonprofits, educational, local, and state governments, and tribal entities.

4. Formulates agreements that span several years and are frequently of a complex nature, having a high dollar value and involving cooperative research efforts.

5. Provides expert advice and guidance on acquisitions statutes, regulations, policies, market trends, industry market research, socioeconomic programs, and selection of the procurement instrument to program office personnel, other BOEM and BSEE personnel, Government officials, and the public.

Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Salary Rate Range Information: (Per Annum)
Sterling, VA :GS-13: $117,962 - $153,354

Salary: Salary is dependent upon the associated duty station which will be determined upon hire. The salary range listed is based on the associated General Schedule Locality Pay Tables as determined by Locality Pay Area Definitions.

This position is being advertised as both location negotiable after selection and with a duty station of Sterling, VA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address, and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.

This vacancy may be used to fill additional positions as vacancies become available.

*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

To qualify for this position, you must meet the (1) Basic Education Requirements, AND (2) Mandatory Required Training, AND (3) Specialized Experience for the series/grade to which you are applying.

(1) Basic Educational Requirements:

GS-13

You must meet the following requirements to qualify for this position at the GS-13 level:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions (listed below), including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

(2) Mandatory Required Training

Mandatory training for GS-13: The Department of Interior mandatory training requirements for the GS-13 grade level are based on Federal Acquisition Certification in Contracting FAC-C (Professional) Program training curriculum. You are required to have been issued a FAC-C (Professional) certification or equivalent Defense Acquisition Workforce Improvement Act (DAWIA) certification, or have taken the following courses:

CON 1100V: Contract Foundational Skills
CON 1200V: Contract Pre-Award
CON 1300V: Contract Award
CON 1400V: Contract Post-Award
CON 3990V: Contracting Certification Exam

A copy of the certification or classes must be submitted with your application.

You must provide copies of course training certificates as part of the application package to validate completion. A copy of a current or lapsed Level II or III FAC-P or a copy of a current Level II or III DAWIA may be used to initially satisfy this requirement in lieu of individual course certificates. However, DOI must verify the validity of the FAC-C or DAWIA before an appointment is made which may require additional documentation from you.


(3) Specialized Experience

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Preparing industry cost and price analysis; planning, managing, and directing contractual aspects of interagency agreements and Federal Acquisition Regulations (FAR) based contracting experience.

2. Identifying the sources of supply and services for an agency/organization; and analyzing and compiling report data.

3. Providing advice on procurement Statutes, regulations, policies, market trends, market research of the industry, socioeconomic programs, and selection of the procurement.

4. Analyzing procurement and contracting actions involving pre-award, post-award, negotiation, administration, termination and close out functions for complex, multidisciplinary, and multi-agency/office contracts.
