BASIC REQUIREMENT:
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In addition to meeting the basic requirement above. You must also meet the specialized experience below:
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Experience in acquisition planning, solicitation, and contract management in compliance with Federal Acquisition Regulation (FAR) part 14 (Sealed Bidding) and FAR part 15 (Contracting by Negotiation). Alternatively, experience in commercial procurement procedures or procurement activities within state government agencies with experience preparing procurement packages, negotiating contracts, and evaluating vendors offers to achieve best value while ensuring compliance with procurement policies.
- Experience in procuring, monitoring, and managing both perishable and non-perishable inventories for Government or large institutional use.
- Experience in the application of supply chain management principles including demand planning, inventory management, sourcing strategies, and the ability to manage suppliers to mitigate potential supply chain disruptions.
- Experience in utilizing over-the-road trucking, rail, or ocean freight for delivery to distribution hubs.
- Experience in utilizing and analyzing procurement and logistics data to develop new programs and processes where a standard operating procedure (SOP) would need to be developed while allowing for agility and innovation.
Note: There is no education substitution for this grade level.
