To qualify for GS-11 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Executing pre-award and post-award procurement functions for supply, services and construction contracts; 2) Reviewing contracts for accuracy and compliance to policy and law; 3) Monitoring contractor performance to ensure compliance with the performance work statement (PWS), and/or specification description.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)
OR
One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.. To qualify for GS-12 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Executing contract price negotiation and/or terms and conditions on behalf of the organization; 2) Executing pre award and post-award acquisitions to procure complex and/or diversified commodities, services, and/or construction; 3) Applying laws and policies regarding contract actions; and 4) Preparing documentation to execute and obligate contract actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
In addition to the specialized experience the following Basic Education requirements must be met:
A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
