Summary

This position is a contract specialist in the Department of Veterans Affairs, Office of Procurement, Acquisition and Logistics (OPAL). The Department of Veterans Affairs (VA) is the largest health care organization of its kind in the world. OPAL negotiates, awards, and administers multi-year, multi-billion- dollar contracts for supplies and services using procedures outlined in the Federal Acquisition Regulations, VA Acquisition Regulations, Public Laws, and Agency policy.

This position is eligible for the bargaining unit but not represented.

  • DoD Contracting Professional Certification: A valid, current DoD Contracting Professional Certification is equivalent to a FAC-C (Professional).
  • Current federal employees certified at Levels I, II, or III of the legacy FAC-C program will automatically be certified in the FAC-C (Professional).
This position may require the incumbent to obtain a warrant, if deemed necessary by the supervisor based on workload and agency needs. If the supervisor determines a warrant is required, the incumbent must apply for up to Level III warrant authority, accept the warrant, and execute the warrant authority in support of the mission.

Physical Demands: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.

Individual Occupational Requirements:

Basic Requirements for GS-13 and Above: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

- AND-

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. (Must attached documentation at time of application).

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Specialized Experience is defined as:
  • Experience with Federal Acquisition Regulations, contract law, and procedures applicable to acquisition and contract administration including change orders, supplemental agreements, terminations, claims, and close out of contracts.
  • Experience with cost/price analysis techniques used in evaluation of contractor proposals, change order proposals and/or to conduct negotiations.
  • Experience with various types of contracts, including firm-fixed price, firm-fixed price with economic price adjustments, and/or cost reimbursement.
  • Experience with contract methods to include simplified acquisitions, negotiations, cost sharing, multiple awards, commercial items, special provisions, modifications, and/or settlements.
  • Experience negotiating prices, terms and conditions, contract modifications and/or settlements.
  • Experience with commercial and/or industrial business practices.
  • Experience with contract administration principles and practices sufficient to monitor contractor performance/compliance with all terms and conditions of the contract.
  • Experience utilizing an electronic contract writing and management system to solicit, award, and administer contracts.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
