Federal experience is not required. The experience may have been gained in the public sector, private sector or
Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT :
You must have a 4-year course of study leading to a Bachelor's in any field of study from an accredited college or university.
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university.
OR
Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on or after January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE:
Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal Service. Examples of specialized experience includes:
Experience that demonstrated accomplishment of contracting and procurement function assignments that required a range of knowledge of the various types of contacts and methods of contracting. Accomplishments normally involve the following, or the equivalent:
Processing and negotiating a variety of procurements including open market purchases, vendor purchases and delivery orders against agency contracts to provide customers with complex supplies, services, and equipment;
Participating in negotiations with potential contractors;
and Preparing award vehicle and file documentation.
OR
EDUCATION:
You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in one of the following fields of study: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
3 full academic years of progressively higher-level graduate education leading to a graduate degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
