The primary purpose of this position is to serve at the Directorate of Contracting in providing our customers goods and services they require at fair and reasonable prices following Air Force and other government directives.

Duties

  1. Preaward Functions - Provides guidance to technical-personnel involved in the development of the statement of work or data requirements.
  2. Postaward Functions - Monitors contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports, making periodic visits to the contractor's facility or work site, detecting and correcting labor standards violations, taking appropriate actions to expedite delivery or performance when required by mission changes, monitoring the requirements, defective specifications, change site condition, or changes Government furnished property.
  3. Serve as a business advisor, providing business advice, guidance and assistance to technical personnel involved in the development of requirements packages.
  4. Reviews acquisition packages for adequacy and compliance with administrative, regulatory and procedural requirements and consistency with current market practices and conditions.
  5. Researches, interprets, analyzes and applies procurement guidelines, policies, regulations, impacting a cross-section of acquisitions. Develops solicitations and contracts ensuring consistency with key supporting documents, ensures appropriate use of required documentation and inclusion of appropriate clauses/provisions/ terms and conditions.
  6. Procures and performs post award functions for a wide variety of services, commodities, and/or construction involving a variety of contract types, investigation and resolution of contractor delays, contractor performance appraisals, subcontractor surveillance, disposition of claims, close-out, and similar matters.
  7. Represents the organization with a variety of installation and functional area organizations. Provides customer guidance and training. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.

Qualifications

Basic Qualification Requirement: You must meet one of the following qualification requirements by the closing date of the announcement and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. Education
Requirement: You must meet one of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on "College Transcripts" and "Foreign Education" below for required documentation.):EDUCATION: Successful completion of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

SPECIALIZED EXPERIENCE: Must be at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-05 or equivalent in the Federal Service. Specialized experience must include critical thinking, problem solving, leadership, researching, interpretations while following guidelines and policies.

Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.
