Summary

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade the Contract Specialist performs assignments of a more limited scope with less independence. You will progressively acquire the background necessary to perform at the full performance level. Promotion is at the discretion of the supervisor and contingent upon satisfactory performance, availability of higher level work and availability of funds.

You will be rated on the following competencies based on your application for this position:

  • Contract Administration: Knowledge and application of contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract and deliverables; resolves discrepancies; performs contract closeout functions.

  • Reading: Understands and interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
  • Contract Formation: Uses knowledge acquired through extensive on the job experience to develop solicitation documents, create appropriate evaluation factors, review and analyze vendor submissions; is able to appropriately determine award recommendation.
  • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Decisions Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Cost Estimation and Analysis: Knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life cycle costs, application of cost models, and evaluation of cost realism.
  • Computer Skills: Uses computers, software applications, databases, and automated systems to accomplish work. (GS-11 only)
  • Pre-Solicitation: Uses efficient learning techniques to acquire and apply new knowledge and skills; uses training, feedback, or other opportunities for self-learning and development. (GS-11 only)
  • Acquisition Strategy: Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards, test activities). (GS-12 only)
  • Organizational Stewardship: Takes responsibility and initiative, sets and meets priorities, follows through on commitments, safeguards information, and organizes and uses time and resources to achieve desired results. (GS-12 only)
