Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. EDUCATION: Applicants must meet the following basic requirements: Completed a 4-year course of study leading to a bachelor's degree with a major in any field; OR Completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants who have been in a GS-1102 position at a GS-12 or lower grade level since January 1, 2000, without a break in service only need to meet the additional requirements in order to qualify.
AND
GS-12: In addition to basic requirements: Applicant must possess one-year specialized experience equivalent at the next lower grade level (GS-11) in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include
1.Conduct cradle to grave contracting (pre- and post award) to included negotiating, administering and terminating complex projects; creating and issuing solicitations for bids/proposals/quotes for prospective contractors; performs cost/price analysis; developing pre-negotiation positions, and completing pre-award actions.
2.Conducting pre-proposal and post award conferences; resolving and/or recommending solutions for various contracting and procurement issues to include invoicing and performance issues.
3. Primary focal point for assigned requirements and contracts; analyzes requirements, recommends revisions to the performance work statement, statement of work and recommends type of contract.
4. Monitors contract administration of the most complex contracts until final delivery and ensure payments are completed and the that contract is closed and retired.
For all Contracting Series, 1102 positions at GS-5 through GS-12:
Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
A Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within 36-months of entry into the position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
