Duties

As a Contracting Officer Representative at the NH-1101-4 some of your typical work assignments may include:

  • Serves as an expert in acquisition primarily responsible for inspection, review and verification of contractors work efforts deliverable products and services reports plans and invoices under assigned contracts. Contracts are for complex MDA requirements with high risks to cost schedule and/or performance.
  • Requirements; include MDA hardware production software development and complex contract service support. Includes incentive and award fee contracts.
  • Acquisition and oversight of contract serve as liaison between contractors and the government contracting officer to identify and resolve issues. Helps ensure successful contract completion consistent with the Federal Acquisition Regulation and its supplements.
  • Provides timely, consistent and comprehensive oversight of assigned contracts, delivery orders and task orders. Monitors contractor's compliance with contract terms conditions and specifications. Inspects all work for compliance and reviews/verifies invoices and receipts for payment in accordance with COR Appointment Letter. Provides guidance to the contractor and initiates corrective action with concurrence of the contracting officer to ensure all defects and omissions are corrected and completed.
  • Develops, manages, and maintains a COR file system to record performance on all acquisition phases such as requirements development pre- award activities post-award contract administration and termination/closure of contracts.
  • Ensures COR files meet MDA standards and comply with current guidance.
  • Provides necessary data and other inputs to award fee boards and Government's Contractor Performance Assessment Reporting (CPAR)system.
  • Supports, interacts and cooperates with Contracting Officer Technical Representatives (COTR)assigned to the same contracts, delivery orders and task orders. Teams with COTRs to provide the full spectrum of oversight and contract administration on assigned contracts. Enforces terms and conditions of each assigned contract. Identifies and recommends contract changes.
  • Critically analyzes Earned Value Management System (EVMS) data, cost-performance reports, integrated master plans/schedules and other relevant program data to measure contractor performance and identify necessary government and contractor actions.
  • Provides guidance, evaluation criteria and is responsible for planning, coordinating, supporting negotiation of multiple contracts and research and development procurements. Provides guidance as required concerning all aspects of acquisitions. consisting of acquisition planning, pre- award, post-award, source selection, cost-reimbursement contracts, award fee, and incentive contracts. Provides oversight of invoice submissions in Wide Area Work Flow (WAWF) system. Assists with contract close-out.
  • Collects and shares COR/COTR "best practices· and "lessons learned" with other MDA COR/COTR via the MDA Portal and/or MDA COR/COTR Community of Practice (CoP).
  • Reviews and analyzes field data to: (1) identify trends affecting CORs/COTRs and field locations; (2) develop corrective actions; (3) inform MDA leadership of issues/concerns; and (4) strengthen COR/COTR performance. Assists preparing and/or presenting briefings to key leadership within the MDA Element regarding contract status. progress, initiatives and plans for continuous improvement.
  • Performs other duties as assigned.

Qualifications

You may qualify at the 04 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service. Applicants are required to meet 2 of 4 statements to be qualified.

  • Experience with Federal Acquisition Regulation supplements directives, policies procedures, and practices to assist in the technical monitoring or administration of a contract.
  • Experience with Financial management theories, principles, and practices to monitor all aspects of the day-to-day administration of a contract.
  • Experience with a wide variety of contracts and incentive arrangements to include Firm Fixed Price, Cost Reimbursement, Time & Materials, incentive fees, award fees, and award terms and their impact on costs, schedule and performance to monitor contractor's progress and performance, including verifying performance of contract requirements.
  • Experience with COR/COTR roles, responsibilities, and functions in the Federal sector to assist in meeting the government's contractual obligations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
