Duties

  • Maintain administrative oversight and manage day to day operational requirements for all aspects of the Army Correctional System (ACS), for long-term incarceration of military inmates and executions of military inmates.
  • Serve as principal author for AR 190-47 (Army Corrections System), AR 190-55 (U.S. Army Correctional System: Procedures for Military Executions), and AR 633-30 (Apprehensions and Confinement: Military Sentence to Confinement).
  • Develops short and long range plans and advises the Office of the Secretary of Defense, Joint and Army Staffs on Title 10 responsibilities concerning support, training, and employment of military police corrections assets.
  • Provide analysis and recommendations on military corrections policy and facilities at the Assistant Secretary of the Army level.
  • Perform key personnel management and administrative functions for the division, such as planning work to be accomplished by subordinate staff, setting top level priorities, and preparing schedules for work completion.
  • Assign work based on priorities, prepares performance standards, and evaluates work performance. Gives advice, counsel, or instructions to employees on both work and administrative matters.
  • Lead a compliance assessment team that conducts reviews of established correctional standards.
  • Oversee the development, management and publication of Memorandums of Agreements, Memorandum of Understanding and Interagency Agreements.

  • This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
  • This position requires a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • In the event of a crisis situation or wartime, the incumbent must continue to perform the duties and requirements of the position. Additional training, medical requirements, and deployment responsibilities may apply to this position.
  • This position requires the employee to undergo testing for tuberculosis prior to entry on duty and annually thereafter.
  • This position requires the employee to complete the ACC Pre-Service Training program emphasizing the responsibilities to maintain security and control of inmates, appropriate staff /inmate interaction and understanding the rules of inmate conduct.
  • The incumbent will comply with the strict provisions as established by ACC policy and local facility/activity policy on staff standards of conduct.
  • All ACC employees are required to take 40 hours of training annually. Employees will receive basic training in inmate supervision and security as well as specialized training in their field.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
  • Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity.
  • Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Experience Requirement: Experience must demonstrate the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.

Specialized Experience: One year of specialized experience which includes (1) assisting with providing analysis and recommendations on correctional policies and guidance materials to ensure high quality standards are maintained and (2) conducting planning and operational support for corrections operations for long-term incarceration and execution of inmates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
