Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1.) Developing policies, procedures, and plans or result in unique products that provide tools or resources for broad application and are significant to the success of key mission programs; 2.) Skill in cost analysis and cost estimation to integrate information from various financial management systems and develop cost and budget information for the Program Objective Memorandum (POM) and beyond.; 3.) Functional knowledge of program life cycle acquisition management functions such as Acquisition Program Management, Contracting, Budget and Execution, Logistics, and Operation and Sustainment as it relates to cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02 / GS-11).
