Summary

The incumbent serves as the Fleet and Family Support Program Counseling, Advocacy, and Prevention (CAP) Supervisor on a Navy installation, and provides leadership, direction, supervision, guidance, consultation, assistance and coordination for Clinical Counseling, Family Advocacy Program (FAP), FAP Victim Advocacy, Critical Incident Intervention, and New Parent Support (NPS).

Duties

MAJOR DUTIES:

SUPERVISION (60%)

  • Provides oversight of the work performed to ensure compliance with contract requirements, program standards and the quality of service delivery.
  • Plans work to be accomplished, set and adjusts short-term priorities, and prepares work completion schedules.
  • Assigns work to subordinates based on priorities, selective consideration of assignment difficulty and requirements, and the employee's capabilities, and privileging status.
  • Develops and evaluates subordinate employees' performance standards. Gives subordinate employees' advice, counsel, or instructions on work and administrative matters.
  • Interviews candidates for positions; recommends appointment, promotion or reassignment to unit positions.
  • Designs, implements, and monitors Navy Clinical employee's incentive programs, employee development, and mentoring programs to produce effective employee performance and to achieve FFSP mission and objectives.
PROGRAM MANAGEMENT (40%)
  • Provides oversight of NMC clinical services to include individual, couples, family or group modalities, ensuring services delivered are within the authorized scope of FFSC clinical care.
  • Provides NMC services when required by staff shortages. Ensure personal and subordinate staff's NMC appointments and meetings are scheduled, accounting for an documented in the Scheduling and Clinical Case Record modules within the automated FFSP management information system.
  • Maintains case records and statistics in accordance with Navy policies and regulations.
  • Services as the NMC representative attending, coordinating or assisting in coordination of various meetings and committees.
  • Serves as the mental health representative on the SAPR Case Management Group (CMG).
  • Compeltes quarterly quality assurance reports, analyzes trends and outcomes.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • incumbent must meet the qualification requirements for Tier II clinical providers described in SECNAVINST 1754.8.
  • This position is designated as Non-Critical Sensitive. Incumbents must obtain and maintain a determination of eligibility for Secret security clearance of access for the duration of employment, including a background investigation and credit check.
  • This position requires regular contact with children under the age of 18 and a favorable determination of suitability to do so, and periodic re-verification check of multiple agency records.
  • This position requires Temporary Duty (TDY) or business travel approximately up to 20% of time away from the regular duty station to attend or provide training, conduct FFSP certification visits, or deliver services aboard ships.
  • The position may require working flexible hours, such as 0700-1500 or 0900-1800 to accommodate client’s needs to have after hour care, including weekend hours.
  • This position requires routine on-site access to government facilities. The incumbent may perform the required tasks at an off-site location for situational telework only.
  • The primary work environment is an adequately lighted, heated and ventilated office setting or conference room.
  • Selective Service Registration is required for males born after 12/31/1959.

Qualifications

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Professional knowledge gained through extensive education related to Marriage and Family Therapy Education or Social Work Education or Counseling Related Education or Clinical or Counseling Psychology.
  • Mastery knowledge of the military lifestyle that furnishes the employee with the understanding of the specific demands of military life, such as frequent separations, and high-stress working environments that have the extensive impact on individuals and their families.
  • Ability to advise installation managers and commanding officers on complex and sensitive issues. Ability to present sensitive, and at times controversial, information to groups of people in a clear, concise manner.
  • Ability to direct and coordinate the work of professional employees.
  • Mastery knowledge of pertinent laws, policies and regulations pertaining to the NMC. Knowledge of federal, state, and local human service programs, policies and directives.
  • Skill to communicate effectively both orally and in writing.
  • Ability to modify programs to meet the ever changing needs of the active duty military community.
  • Ability to recognize, identify and assess mental disorders per the current version of the Diagnostic and Statistical Manual of Mental Disorders. Understanding of, and ability to apply, various counseling approaches such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and realized therapies.
  • Mastery knowledge of evidence-informed, brief, solution focused counseling interventions.
  • Knowledge of family systems, as it relates trauma, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency.
  • Knowledge of the Navy information systems used to document NMC and SAIL requirements and services provided.

Education

In order to meet the qualification requirements for Tier II clinical providers described in SECNAVINST 1754.8, the following education requirements must be met:

  • Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs.
  • Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education.
  • Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education.
  • Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school AND a 1-year APA accredited clinical internship.
In order to meet the qualification requirements for Tier II clinical providers described in SECNAVINST 1754.8, a qualified candidate must possess the following licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of:

Licensed Professional Counseling
Marriage and Family Therapy
Clinical Social Work
Clinical Psychology
Counseling Psychology
