Summary

The employee serves as a Criminal Investigator and Special Agent in the performance of criminal investigative and protective duties in support of the PFPA mission. The employee is responsible for conducting a full range of criminal, employee misconduct, protective intelligence investigations, Protective Security Missions, and designated inspections. This position is a GL-09, GS-11, with a FPL of GS-13, positions are in various directorates, divisions, and offices of PFPA.

Duties

Incumbent typical work assignments may include the following:

  • Conducts criminal investigations of violations against persons and property under DoD jurisdiction, adhering to federal laws and directives, and makes arrests, as necessary.
  • Investigates complex cases of including threats, theft, computer crimes, and narcotics violations impacting DoD personnel, facilities, and contracts.
  • Prepares detailed investigative reports and briefs officials on findings and progress.
  • Conducts interviews and gathers evidence through records, surveillance, and undercover operations, security warrants and subpoenas as needed.
  • Processes crime scenes and collects evidence, adhering to applicable regulations and security protocols.
  • Conduct protective services missions and supports major events.

In addition, the position requires common physical characteristics and abilities in agility, dexterity, and strength to endure regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, carrying, or moving heavy or unwieldy objects over 50 pounds, running, climbing, crouching, crawling and kneeling during pursuit possibly in restricted, dark and hot or cold spaces, or defending oneself or others against possible exposure to explosives, chemicals, or other weapons of mass destruction (WMD)

  • The incumbent may be required to travel extensively outside the continental United States (OCONUS) in combat zones, as well as outside of the assigned office commuting area.
  • The incumbent must be in a constant state of physical readiness, and must be capable of demonstrating maximum physical exertion without warning.
  • This position requires the incumbent to take and pass annual medical examination.
  • The incumbent must possess and maintain a valid state driver's license from the jurisdiction where he or she resides.
  • As an employee representing PFPA, it is essential that the employee always present a professional appearance (unless the incumbent is performing in authorized under cover operations)
  • The incumbent must meet requirements of "Lautenberg Agreement" which outline rules regarding possessing and carrying of firearms.
  • This position falls under the Law Enforcement Availability Pay (LEAP) Act. Incumbent is required to work an additional 2 hours per day (10-hour workday) in order to receive the 25% Availability Pay allowance as this Act specifies
  • This position is identified as a "covered position" under the PFPA Civilian Mobility Program, Regulation 1400.24. Candidates selected for this position on or after April 18,2018 must sign a mobility agreement as a condition of employment.
  • Retention in this position is contingent upon the successful completion of all federal, DoD and Agency directed training requirements.
  • This position is covered under the Federal Law Enforcement Retirement Coverage.
  • The maximum entry age for positions covered under the special Law Enforcement Officer retirement is 37 years old. Individuals who are past the maximum, entry age limit, but previously served in a primary position, may be reinstated.

BASIC REQUIREMENT: The Criminal Investigation occupation has specific medical requirements which apply to all positions. Moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning. Sufficiently good vision in each eye, with or without correction; Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz level. Possess emotional and mental stability.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

Have at least one year of specialized experience equivalent to the GL-7 level such as experience 1) applying law enforcement, protective, or investigative techniques in the performance of job duties; identifying problem areas and proposing and implementing solutions; 2) taking responsibility for own actions and those of team members to ensure the goals and deadlines for the team are met; and 3) leading meeting or seminars on behalf of a professional or academic group; setting work priorities and allocating resources; partnering with other individuals from within and outside the organization.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. The education must demonstrate the competencies necessary to do the work of this position. OR Combination of Education and Experience (see Education section for more detail).

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

Have at least one year of specialized experience equivalent to the GL-9 level such as experience in, or related to 1) planning and conducting complex criminal investigations to determine violations of Federal laws and regulations; 2) collecting and assembling facts to identify logical conclusion; gathering, analyzing, and evaluating evidence or data; conducting interviews and 3) interrogations; making arrests; conducting searches and seizures; taking responsibility for own actions and those of team members to ensure the goals and deadlines for the team are met; 4) partnering with or leveraging networks or relationships from outside the organization, experience managing complex projects including setting priorities and determining resource requirements

OR Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B, if related.
