Summary

The Secret Service is seeking retirees of the Federal Employee Retirement System (FERS) or Civil Service Retirement System (CSRS) to support our integrated mission and impart knowledge and experience to the current workforce. The Criminal Investigator's mission is to perform critical protective and investigative assignments. The Criminal Investigator has accomplished this mission through a tradition of honor, integrity and a commitment to excellence.

This announcement is open to civil service retirees under the Federal Employee Retirement System (FERS) or the Civil Service Retirement System (CSRS) who are eligible for re-employment as a Federal Annuitant AND previously worked for the United Secret Service; and Federal Interagency Career Transition Assistance Program (ICTAP) eligibles.

Duties

During the course of working in the Office of Investigations, Criminal Investigators (Special Agents) carry out critical investigations and protection assignments. Duties include:

  • Providing protection for various protectees
  • Conducting investigations
  • Performing administrative duties

As determined by the Office of Personnel Management, the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbows, shoulders, hips and knee joints is required. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily.

Since the duties of this position are exacting and involve the responsibility for the safety of others under trying conditions, applicants must possess emotional and mental stability. Any condition that would hinder full, efficient performance of the duties of this position or that would cause the individual to be a hazard to himself/herself or to others is disqualifying.

There are also specific medical requirements for this position, and any chronic disease or condition affecting the respiratory, cardiovascular, gastrointestinal, musculoskeletal, digestive, nervous, endocrine, lymphatic, nervous, genitourinary, and other systems that would impair full performance of the duties of the position may also be disqualifying.

  • Submit to a drug test and credit check prior to your appointment and random drug testing while you occupy the position.
  • Submit to a polygraph examination prior to your appointment.
  • Undergo occasional domestic and foreign travel.
  • Possess a valid U.S. state motor vehicle operator's license and maintain a valid license while you occupy the position.
  • Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon, or your conviction was expunged or set aside.
  • Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous and physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
  • Successfully complete a Mixed Basic or Reintegration Training Course as applicable.

Qualifications

Dual Compensation Off-Set Waiver for Criminal Investigators (Special Agents) Approved for Rehires: This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 12/31/2028.

Annuitants who are reemployed with a salary offset (dual compensation) waiver are eligible for:

  • Full annuity and full Federal salary.
  • Annual and sick leave (not applicable for an intermittent work schedule)
  • Full-time, part-time, or intermittent work schedules.
  • Receive overtime (on a full schedule). Overtime hours are counted towards maximum hour limitations.
  • Law Enforcement Availability Pay (LEAP) and additional compensation of 25% of the base salary will be added to locality pay.
  • New hires under this authority will be offered a non-status, term appointment in the competitive service Not-to-Exceed 4 years or 1 day before their 60th birthdate, whichever comes first.
  • Appointments that continue past December 31, 2028, may be subjected to salary off-set (reduced) if the OPM dual compensation salary off-set waiver is not renewed.
Annuitants who are reemployed with a salary offset (dual compensation) waiver are NOT eligible for:
  • Additional retirement coverage (other than Social Security coverage).
  • TSP Contributions.
  • Annual, sick leave or holiday pay (applicable to an intermittent work schedule only).
Reemployed annuitants may only receive one appointment per job series.

To be considered qualified for this position you must meet the following qualification requirements:

You qualify for the GS-12 level
(salary $74,441) if you possess at least one year of specialized experience equivalent to the GS-11 level, which is in or directly related to coordinating difficult and complex protection assignments or staff assignment including but not limited to:

  • covering designated security post at official functions/events and restricting secure areas to authorized personnel; as assigned, keeping in close proximity to designated protectee and taking any measure required to protect his/her life;
  • providing protection while on travel with a protectee; supporting protective operations by interviewing unauthorized individuals attempting to gain access to secure areas to determine whether a security threat exists; writing associated reports; and
  • applying protective investigation and case management methodology.
