DUTIES:
Duty1: As the Data Scientist, directs, manages, and leads pioneering efforts in developing innovative applications and data visualization projects for software, air base wing, depot and supply chain management/customers.
Duty 2: Analyzes workforce data to identify correlations between leading and lagging trends and with other factors.
Duty 3: Performs complete studies of limited scope to identify potential remedies and provide recommendations to sustain and improve organizational health or performance.
Duty 4: Conducts research in the areas of analytical technologies and business processes to recommend methodologies to better leverage data analytics in support of the Software, Air Base Wing, Depot and Supply Chain objectives.
Duty 5: Communicates findings, interim results, and progress orally and in writing. Presents findings in person in both formal and informal settings.

Qualification Summary:
The primary purpose of this position is to serve as the Data Scientist for the Air Force Sustainment Center (AFSC) Manpower Personnel Services Directorate (A1). The incumbent is responsible for gathering and processing both qualitative and quantitative data, leading pioneering analytical projects, and studying a wide range of Human Resources (HR) initiatives through the expert use of data systems like Tableau, Power BI, and Power Apps. The incumbent will apply various advanced methodologies and techniques, conducting in-depth program analysis, constraint reduction, and process optimization that result in increased organizational efficiencies. The incumbent architects and executes the directorate's data science strategy, conceptualizing, building, and deploying sophisticated statistical models and machine learning algorithms to generate predictive insights into the Center's human capital. A key function of this role is understanding and applying coding, automation, and artificial intelligence (AI) to create dynamic visualizations and extract actionable intelligence from complex datasets. To ensure the directorate remains at the forefront of talent management, the incumbent will also research, benchmark, and analyze best practices and lessons learned in human capital management, strategic workforce planning, and personnel analytics from across Department of War (DoW) components, other federal agencies, and leading private sector organizations. The insights gained from this comprehensive analysis will be used to recommend innovative applications and inform strategic policies aimed at continuously improving personnel readiness, professional development, and long-term retention within the Directorate.
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. This series covers positions that manage, supervise, lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. The work also involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The primary requirement of the work is competence in the rigorous methods of scientific inquiry and analysis.
RECRUITMENT KNOWLEDGE SKILLS AND ABILITIES/Ideal Candidate:
1. Professional knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve the most difficult problems and to achieve support for alternative solutions within the scientific community.
2. Knowledge of a broad range of defense department or private sector systems, big data analytics, machine
learning, AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems.
3. Proficient in programming languages such as R, Python, Java, C++, Scala, SQL, or others.
4. Ability to visualize data using systems such as advanced Excel pivot tables/charts, Power BI, Dashboards/report, server, Tableau dashboards/server, QLIK dashboards/scripts, and Databricks data connections/data cleaning/scripting.
5. Proficient in statistical analysis in order to understand the significance of different data set attributes, perform feature engineering, and develop custom data models and algorithms.
6. Ability to research, develop, or apply descriptive, diagnostic, predictive and/or prescriptive models to identify the best artificial intelligence (AI) solution design.
7. Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
