Summary

DCSA Personnel Security is seeking a Deputy Assistant Director, Adjudication and Vetting Services (AVS), responsible for directing critical organizational and operational elements related to security procedures review. The incumbent will provide authoritative guidance and oversight on security procedures, ensuring the integrity and trustworthiness of the workforce, and mitigating risks to national security.

Duties

As the Deputy Assistant Director, Adjudication and Vetting Services, this position will be responsible for the following duties:

  • Develops and implements security procedures to ensure the integrity and trustworthiness of the workforce. Directs mission requirements across broad range of activities and wide scope of impact in the DoD and Federal personnel security community to include civilian, military and industrial personnel.
  • Provides authoritative guidance and oversight on security procedures, ensuring compliance with laws, regulations, and policies. Provides policy for personnel security, security clearance eligibility, credentialing, suitability, Security Review Proceedings (SRP) and the National Industrial Support Program (NISP).
  • Collaborates with other DCSA components, DoD agencies, and federal partners to ensure a unified approach to security procedures review. Responsible for ensuring effective communication lines with Security Managers, Facility Security Officers, DoD component stakeholders, including but not limited to, DCMO, WHS, USD(I), DSS, USD(P&R), DOHA, OPM and NBIB.
  • Represents DCSA on national-level committees and in conferences and meetings where decisions are made that impact the agency's mission and operations. Prepares and presents high level briefings, documents and represents the Assistant Director for Personnel Security and the Director DCSA and/or serves as senior representative at high-level meetings, boards and conferences.
  • Analyzes and evaluates the effectiveness of security procedures, identifying areas for improvement and implementing changes as necessary. Prepares and analyzes reports, responses to queries, justifications and background papers on technical issues

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • This position is designated Special Sensitive, the incumbent must obtain and maintain a Top Secret/SCI Security Clearance.
  • The incumbent may be subject to a two-year DCIPS trial period, unless required trial period has been served.
  • The incumbent may be subject to a one-year DISL trial period, unless required trial period has been served.
  • This position may require occasional Temporary Duty Travel (TDY) and/or local travel.
  • This position is designated as Mission Essential.
  • This position may require CONUS and OCONUS travel.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification.

1. Demonstrated experience in managing and implementing security procedures, including risk assessment and mitigation by recognizing emerging actions, processes or policy and adjusting priorities and resources, integrating teams, and coordinating activities in order to determine the best approach and plan of execution.
2. Proven ability to plan, anticipate, and forecast future program needs and lead people toward meeting a large complex and multifunctional organization's vision, mission and goals.
3. Demonstrated ability and experience working at senior levels of the Department of Defense to build strategic alliances, and coalitions internally, with Congress, other Federal agencies, private sector organizations, foreign governments, or international organizations to achieve mutual goals.

Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for many almost any rotational assignments assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-1113 or DCIPS Pay Band 3 level, that and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
