- This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes thorough, mastery-level knowledge of staff operations management concepts, principles, and methodologies, military doctrine, leadership of those junior/equal to/senior in rank, organization constructs and total force integration efforts; broad knowledge of partner nation laws, US military and civilian law, National Security policies/agenda, military directives and instructions, foreign and local policies, safety and security requirements, and general command operating policies, requirements and procedures; broad and extensive knowledge of DoD, AF budget and programming policies, procedures, and programs as they relate to management of the DoD, AF, and MAJCOM programming and budgeting processes; and thorough knowledge of staff operations functions in order to develop and implement innovative approaches and solutions to staff operations issues and to provide definitive input on how proposed changes would be detrimental or would enhance the MAJCOM mission and objectives. Knowledge of a wide range of qualitative and quantitative methods for assessing and directing command staff plans and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

- Ability to plan, organize, and direct functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and direct diverse operational staff and functions of a MAJCOM on behalf of the Commander and Deputy Commander. Ability to analyze, plan operations for a large staff including subordinate organizational segments to meet program requirements and objectives within available resources.
- Ability to communicate effectively both orally and in writing with a delivery that is authoritative with strategic and technical accuracy. Extensive public relations experience in dealing with a broad range of senior leaders, foreign dignitaries, Congressional staff, US Government agencies and officials at the highest levels.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
