Summary

You will serve as the Deputy Director, Financial Operations in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN (FM&C)).

Duties

  • You will serve as Principal Advisor to the Deputy Assistant Secretary of the Navy for Financial Operations (DASN (FMO)) providing oversight and control of financial operations across Department of the Navy (DON) and Marine Corps.
  • You will provide executive leadership for oversight, monitoring and management of all Navy financial accounting operations across multiple Budget Submitting Offices (BSOs) geographically dispersed across the navy and different financial systems.
  • You will provide executive level coordination with BSOs, Defense Finance and Accounting Service (DFAS), DoD, Treasury and other services.
  • You will be responsible for the development and execution of the audit roadmap, DON’s strategic action plan, to attain an audit opinion.
  • You will support the DASN (FMO) in exploring opportunities for pioneering and developing new and innovative concepts and technologies relevant to all aspects of accounting and finance.
  • You will oversee financial operations, financial reporting, and audit support services DFAS provides to the DON to include managing roles and responsibilities between stakeholders and providing oversight of DFAS monthly performance metrics.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

1. Knowledge and application of accounting theories and principles, including GAAP.

2. Knowledge of principles and practices of financial management, financial statements, financial reporting, budgeting, and financial analysis; and the relationships among program, budget, accounting and reporting systems.

3. Ability to develop policies to transform financial operations, processes, and procedures into an efficient, effective, and auditable infrastructure that enables sound internal controls and effectively supports the enterprise.

4. Project Management Experience leading major enterprise efforts that demonstrate the ability to develop, schedule, coordinate, and manage projects and resources in a complex enterprise-wide change management initiative, including monitoring and inspecting costs, work, and contractor performance.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency.

This position is not covered by the Department of Defense Priority Placement Program.
