Duties

This position serves as the Deputy Director, Marine Corps Community Services at Marine Corps Air Station (MCAS) Yuma, for matters pertaining to Quality of Life programs and services affecting active duty, dependents, and retirees in the Yuma area.  The primary purpose of this position is to serve as technical and administrative supervisor on all aspects of Quality of Life programs and their support functions to various echelons of management aboard MCAS Yuma; and to provide assistance to the Assistant Chief of Staff (AC/S) and Deputy Assistant Chief of Staff (AC/S) MCI West in continuity, strategic planning, oversight for program development, execution and day-to-day operations for the programs and services provided by MCCS.  This position reports directly to the MCCS Deputy AC/S MCI West.  

Incumbent serves as a Deputy to the AC/S and Deputy AC/S MCI West, provides leadership, supervision, and coordination across all MCCS functions and assumes all responsibilities at MCAS Yuma.  Assists the AC/S and Deputy AC/S MCI West in developing operational strategies, ensuring policy and procedural compliance, measuring the organization's performance, reviewing both appropriated and non-appropriated fund budget execution, and implementing successful strategies to enable MCCS to support its mission at MCAS Yuma. Resolves internal and external operational problems not covered by established policies including the coordination and collaboration with other MCCS Division Directors, various Divisions within MCAS, and relevant agencies.  

Provides day-to-day guidance and support to the five operational MCCS Deputy Division Directors (Food, Hospitality & Recreation, Marine & Family Programs, Retail & Services, Semper Fit & Marketing), five support divisions (Human Resources, Finance, Logistics, Compliance and Risk Management, and Procurement) and the MCCS Operations Section.  Possesses a demonstrated ability to understand, apply and provide guidance to MCCS Division Directors and Managers on DoD and Marine Corps policies and procedures impacting non-appropriated fund instrumentality operations.

Provides accurate advice and guidance to the MCCS Deputy Division Directors and other MCCS Managers to ensure programs are executed to effectively and efficiently.  When appropriate, represents MCCS to other organizations and commands on matters concerning projects and programs, ensures liaison with advisory boards, councils, unions, attends boards, committees, and other meetings that may be necessary.  Sets priorities and establishes methods and time frames for accomplishments of established objectives.  Inspires and sustains the trust and confidence of customers, associates, colleagues, senior management, and subordinates.

Serves as a subject matter expert and direct advisor to senior leaders in the organization.  Possesses familiarity with all MCCS programs and analyses on a regular basis to ensure that corrective action is taken to rectify any personnel, financial, or operational issues that impact program effectiveness. Pursues action to ensure follow through on maximizing productivity, economies, effectiveness, and mission accomplishment. Oversee management of new property resources and may provide direction on facility renovations and improvements.  Develops long- range plans in conjunction with the Deputy AC/S MCI West.  

Appraises work performance and approves and disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with preventative medicine, fire. safety, and other environmental issues and programs. Ensures implementation of an effective antiterrorism/force protection program in accordance with directives, orders and the installations commander's program, establishes and maintains a Manager's Internal Control Program (MICP) in support of MCCS Yuma programs and activities. The MICP is intended to be an enterprise risk management (ERM) program designed to evaluate and report on the efficiency and effectiveness of internal controls across the MCCS enterprise.

Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse. Leads by example with an emphasis on exhibiting professional behavior and courtesy at all times and ensures that any issues detrimental to organizational efficiency and effectiveness are promptly addressed. Alerts the Deputy AC/S MCI West regarding problems and seeks the proper response and support. Uses familiarity with MCCS structure to effectively coordinate and collaborate actions with other agencies across MCI West as well as with MCAS staff agencies, MCAS tenant commands. Conducts regular, community engagement that highlights the MCCS mission and programs to both military and civilian organizations and personnel.

EVALUATIONS:

Qualifications

A minimum of five years' experience that demonstrates knowledge of management principles in planning, coordinating, and attaining the goals and financial objectives of a large customer-oriented organization; a thorough knowledge of business practices, economic principles and ability to analyze trends/developments and make improvements in operating programs through innovative marketing, personnel management and other resources. A four-year degree from an accredited college/university is preferred. Must possess above average oral and written communication skills and have ability to deal with individuals on different levels of leadership, high-ranking military officers, etc. Knowledge of Marine Corps staff procedures and organization are highly desirable.

NOTE:  This position is designated as a critical sensitive position and therefore, at a minimum, requires a Tier 3 Background Investigation (ANACI) Secret clearance. If selected, completion of a "Declaration of Federal Employment" (OF306) and submit all required paperwork for a Tier 3 Background Investigation, which must be favorably adjudicated.
