Summary

You will serve as a DEPUTY DIRECTOR OF OPERATIONS AND INTELLIGENCE in the DEPARTMENT OF THE NAVY of COMUSNAVEUR-COMSIXTHFLEET SEA, Italy.



Duties

  • You will serve as the senior civilian and principal staff officer responsible for integrating maritime operations and intelligence at the naval component (echelon II) level.
  • You will lead efforts on business transformation (e.g., identify gaps in capability and capacity, formulate and recommend policy based on strategic analysis) to meet commander's priorities.
  • You will coordinate the strategic planning effort for an organization on operation matters related to resourcing, manpower, systems, and process.
  • You will establish short and long-range plans to accomplish maritime objectives within U.S. European and U.S. Africa Command areas of responsibility.
  • You will develop innovative solutions to unique problems and provide expert advice and recommendations to executive level military and civilian leaders.
  • You will create written reports to disseminate information and align directorates efforts across multiple agencies, joint commands, and naval service-level headquarters.
  • You will exercise supervisory authorities (e.g., selections, assignments, training, promotions, details, discipline, awards) in compliance with Equal Employment Opportunity (EEO) and Affirmative Action programs.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
1) Develop comprehensive plans, strategies and policies that drive internal and external integration of programs and activities in support of higher echelon goals and objectives;
2) Analyze and solve complex problems that require coordination between functional areas that are interlocked to ensure the successful operation of all components;
3) Interpret program policies and regulatory requirements to develop short- and long-range planning guidance;
4) Utilize performance assessment tools to analyze and measure the effectiveness, efficiency of program processes; and
5) Negotiate effectively with multiple commands and outside organizations to accept and implement recommendations affecting operation plans and missions.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
