Duties

Serves as Director of Finance for Marine Corps Community Services (MCCS) San Diego providing executive level operational control of the management of MCCS financial resources (appropriated and nonappropriated funds) with substantial advisory support in decision making processes on planned and on-going program activities. Incumbent reports directly to the MCCS Deputy Director. MCCS program activities at this level involving total sales, appropriated fund support; payroll and other income and expenses are in excess of $55,000,000 annually.  Participates with MCCS Division Directors in developing annual budget, long range program planning and capital improvement strategies. Regularly participates in installation meetings (i.e., MCCS Advisory Boards, command staff meetings) and briefs senior level officials on the fiscal status of operations and financial impact on program changes. Additionally, this position requires frequent coordination with HQ (MR/MF), and Global Business Services (GBS).  

Incumbent of this position is expected to exercise substantial judgement in planning, organizing, and directing the integrated financial management system providing financial program analysis and evaluation reporting, interpreting financial results of operations, and providing advisory services and assistance to operating managers on fiscal program issues consisting of budgeting, official NAF accounting, payroll, property management, financial management reporting, and security of MCCS funds. Provides direction for fiscal functions including month end and year-end financial closing activities, banking and cash management, and the development of annual operating, cash flow and capital budgets.

Serves as a subject matter expert and direct advisor to senior leaders in the organization for the assigned organizational division. Serves as the primary financial point of contact and reporting authority to HQ MR/MF. Ensures that technical procedures and methodologies of the various financial management processes are adhered to by subordinates. Coordinates and correlates these functions into an effective and broad system of financial control while ensuring regulatory compliance within and across all applicable directives. Provides accountability for the Division¿s funds and assets, providing full disclosure of financial results of operations on a monthly, quarterly, semi-annual and annual basis. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Pursues action to ensure follow-through on maximizing productivity and economies. Oversees preparation and approves internal office financial plans and related records and reports, and exercises authority on approved overall budget. Analyzes programs on a regular basis and prompts initiation of corrective action to ensure support of operating programs of MCCS. Develops long range plans in conjunction with internal operating directives and exercises internal personnel management authorities as delegated by the MCCS Deputy Director and MCCS Director  

Exercises supervision over fiscal personnel, with responsibility for organizational structuring, establishing performance objectives, and overall staff supervision. Directly or indirectly supervises employees. Counsels and trains, schedules and directs work, and appraises work performance of employees.  Approves or disapproves leave, and personnel actions.  Must be alert to substance abuse and take appropriate action. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  Adheres to safety regulations and standards.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

EVALUATIONS:

Qualifications

Bachelor¿s Degree in Accounting or Financial Management is required and four years of experience that demonstrates a broad knowledge of and ability to apply principles, methods, and techniques of financial management, with an in-depth background in budgeting, accounting, and financial management reporting.  MBA, CPA or CMA is highly preferred.  Mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing sufficient to manage a Marine Corps installation finance section and to provide financial management staff direction, training  and guidance for a comprehensive financial management program. Thorough knowledge of management practices and ability to analyze trends and developments and to make improvements in operating programs through innovative general business practices.  Possess experience dealing with individuals on various levels, including high ranking military members, local and national headquarters staffers, civic leaders, etc.  Must have the ability to communicate well, both orally and in writing to effectively present the financial condition of the depot and represent management decisions made to top management and higher command managers.

Knowledge of Marine Corps staff procedures and organization is a plus.  Annual financial declaration is required.  This is a white-collar position where occasional lifting up to 20 lbs may be required.
