Summary

The Assistant to the Secretary of Defense for Public Affairs ATSD(PA) is the principal staff assistant and advisor to the Secretary of Defense on Department of Defense (DoD) public affairs and on internal information and related activities of the Defense Media Activity. The ATSD(PA) is responsible for establishing and implementing policies and systems necessary for the effective and efficient performance of DoD public affairs and internal information programs.

Duties

Incumbent typical work assignments may include the following:

  • Serves the Director, Policy & Executive Services (PES) and is the key advisor to the Assistant to the Secretary of Defense (Public Affairs) (ATSD(PA)) executive management of resources and special programs.
  • Develops and manages all policy, plans, programs, and operations for financial management, human resources (civilian and military), talent management, acquisition and procurement, facilities and real property management, security management, logistics management, administrative services, and equal opportunity.
  • Conducts management studies, analyses, inspections, data collection, etc., for the purpose of reporting to the ATSD (PA) concerning the effective and efficient utilization of public affairs personnel (military and civilian) and fiscal resources.
  • Prepares and recommends to the ATSD(PA) for final approval, annual and supplemental budget estimates covering personnel needs, travel, training and overtime funds, consultant requirements, information resource management requirements, and contractual needs, including the preparation of justifications or explanatory data, as required.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability: understanding the needs, problems and techniques for administering major human capital programs; planning, organizing and coordinating work situations where numerous demands are involved; analyzing work problems of an administrative nature; communicating effectively, both oral and written, on sensitive matters; strong background in management and personnel administration including knowledge of administrative laws, policies and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
