Duties

This position serves as the Director, Semper Fit/Warrior Athlete Readiness and Resilience (WARR).  The incumbent is directly responsible for the implementation of all aspects of Semper Fit programming to include Marine Corps Total Fitness efforts. The incumbent is responsible for shaping and sustaining a working environment most conducive to the successful performance of those entrusted to their leadership and direction. The incumbent is responsible for creating a positive network and culture in support of Marine Corps Total Fitness, Warrior Athlete Readiness and Resilience (WARR) and the entirety of the Semper Fit portfolio.  The primary purpose of this position is to serve as the technical and administrative supervisor along with being the subject matter expert on all aspects of Semper Fit and Warrior Athlete Readiness and Resilience. 

This position oversees and supervises operations across four Installations to include:  Marine Corps Logistics Base Barstow, Marine Corps Air Station Camp Pendleton, Marine Corps Base Camp Pendleton and Marine Corps Air Station Yuma.  This position assists the Assistant Chief of Staff (AC/S) and Deputy Assistant Chief of Staff (AC/S) MCI West in continuity, strategic planning, oversight for support and execution of day-to-day operations for the programs and services provided by the Semper Fit Division.  This position reports directly to the MCCS Deputy AC/S MCI West and will be required to coordinate with adjacent Installations to formulate a Regional perspective and recommendation of various Semper Fit/WARR related topics. This position is responsible for the overall operation, supervision, and Management of Readiness and Resilience Programs and staff within the Semper Fit Division and is directly responsible for the implementation of new programs, staffing and support efforts outlined by MCCS and HQMC level guidance.  Ensures the successful operation of the Division to provide effective and progressive, evidence led, performance-based health, wellness, and prevention programs to enhance warfighter readiness of the active-duty military personnel, their families, and other authorized patrons. Ensures that short- and long-range programs are planned and executed in accordance with standards, policies, and within approved budget guidelines. 

Manages the preparation, planning and execution of the budget, including Appropriated (APF) and Nonappropriated Funds (NAF).  Maintains all Division level revenue-generating activities in a financially sound condition.  Ensures that all funding is spent according to guidelines provided in policies and regulations.  Implements efficiencies throughout all activities while maintaining a high level of customer service while partnering with all supported units.  Develops strategic plans and oversees effective management for various programs within the Semper Fit/WARR portfolio to directly impact Marine Corps Total Fitness, e.g., Readiness Programs (strength & conditioning and performance/ fitness centers, athletic training, aquatics conditioning & performance/pools, nutrition, performance science, mental performance), Resilience Programs (Single Marine Program/Active Duty Recreation Centers, resilience & wellness-Social Emotional Learning, culinary health, performance education, athletics), and Community Programs.   

Continuously evaluates the effectiveness of all ongoing programs and recommends changes based on feedback provided by customers, staff and supported units.  Formulates comprehensive capital and operating budgets. Ensures that generally accepted accounting standards are adhered to and sound accountability of Semper Fit/WARR property is maintained in accordance with the existing directives and regulations. Uses financial performance analysis, market surveys, and customer requests to develop and expand program. Makes recommendations to the Deputy AC/S and MCCS AC/S level approval.  Actively seeks new and innovative opportunities for the Semper Fit Division to enable and enhance support.  Works in coordination with other MCCS Divisions to actuate support and implementation of Marine Corps Total Fitness.

EVALUATIONS:

Qualifications

Five-years' experience that demonstrates executive management skills involving planning, coordinating, and directing a diversified organization. Must have a Bachelor's degree or higher from an accredited college/university in management or other related field.  A thorough knowledge of business practices, economic principles and ability to analyze trends and make improvements. Experience working within the USMC Command and Staff structure to include Staff processes and planning processes. Experience with NAF and APF Budgeting at the MCCS Division level, experience with special event and activity planning and execution. Experience with MCCS program implementation and MCCS organization. Must demonstrate the ability to effectively communicate with superiors, senior level military personnel, subordinates, vendors, peers, and the public.    Must have strong oral and written communications skills. Demonstrates a willingness to implement and support EEO, Reasonable Accommodations, the standards as outlined in the Negotiated Agreement, and other employee initiatives and safety programs. Ability to provide leadership, mentor, guide and train subordinate staff.  Must be certified in CPR within 6 months of employment.

NOTE:  This position is designated as a critical sensitive position and therefore, at a minimum, requires a Tier 3 Background Investigation (ANACI) Secret clearance. If selected, completion of a "Declaration of Federal Employment" (OF306) and submit all required paperwork for a Tier 3 Background Investigation, which must be favorably adjudicated.
