Duties
As a recognized subject matter expert in data transformations, data cleansing and data profiling, the Data Analyst provides leadership for highly complex and challenging data analytical activities under the minimal direction of the manager. This work is critical to the development of a viable and secure infrastructure to identify, track and monitor emerging trends or risk in the National Airspace System (NAS).
Applies experience and expert knowledge of data analysis, business intelligence, and program evaluation to support complex projects and initiatives, developing new and innovative analytical approaches and solutions that inform planning, policy, training, and operational decision-making. Provides analytical and evaluative support by assessing data requirements. Serves as a business liaison to translate operational requirements into analytical and technical specifications for application development.
As an expert user of Business Intelligence (BI) tools, develops innovative analytical methods and data-driven techniques to support complex projects and initiatives. Collects, transforms, and analyzes data using BI platforms such as SAP Business Objects, Power BI, and Tableau, as well as data sources including the National Training Database (NTD), Enterprise Data Repository (EDR), and Structured Query Language (SQL) based systems. Translates large and complex datasets into actionable insights to inform management decisions. Analyzes and evaluates the NAS technical and air traffic operations to interpret trends, evaluate performance, and draw conclusions from the collected data.
Conducts research and retrieves systems data using analytical software applications, evaluating data quality and performance trends to identify issues, assess operational impacts, and recommend improvements to information systems and related business processes. Analyzes and defines functional requirements by assessing operational needs, data dependencies, and user workflows, translating these findings into technical requirements that support the successful planning, development, and completion of complex projects.
Creates reports, dashboards and data visualization for improved decision making and to increase operational efficiency. Works with senior management to identify and resolve problems. Develops and recommends approaches to address current and anticipated problems and issues.
Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Coordinates projects and their interdependencies to develop strategies to enhance technical training initiatives for the ATO operational workforce. Develops metrics based on a common or standard set of data requirements. Analyzes and verifies project deliverables, non-deliverables, data requirements, and customer supplied data.
Contacts are internal and external and include representatives from other ATO service units, program offices, stakeholders, planners and contractors. Often represents AJI as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates recommendations to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
The Specialized Experience is defined as:
Experience conducting research using software applications to retrieve and analyze systems data, identify issues and improvements to information systems.
Experience analyzing and evaluating aviation industry automated data-collection programs, tools, and/or Web Intelligence to develop and integrate new innovative automated systems and reporting solutions.
