Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.

DUTIES AND RESPONSIBILITIES:

1. Provide administrative and operational oversight of analytical and reporting services, supporting agency-wide decision making through accurate and timely data products.
2. Lead and manage a multidisciplinary team including data programmers, statisticians, data scientists, public health analysts, and project managers to deliver high-quality data analytics and support services.
3. Manage the day-to-day workflow of the analytics team to ensure timely execution of projects, recurring deliverables, and ad hoc data requests.
4. Oversee data standardization and data quality improvement initiatives to enhance consistency, accuracy, and trust in agency reporting.
5. Direct the migration of data into a centralized database environment, ensuring alignment with data governance and system integration priorities.
6. Develop and implement procedures, standards, and best practices to guide the team's approach to data collection, storage, and analysis, laying the foundation for consistent and efficient analytics operations.
7. Collaborate with internal stakeholders to identify and translate operational goals into data requirements, ensuring the delivery of timely, relevant, and actionable analytics that support performance improvement and informed decision-making.
8. Oversee the development and maintenance of dashboards and reports that track key operational metrics, support accountability, and inform continuous improvement efforts.
9. Lead the documentation and implementation of data definitions, dictionaries, and metadata to promote consistency and shared understanding across the agency.
10. Ensure that analytics operations adhere to agency data privacy, confidentiality, and security requirements in coordination with agency Information Technology partners and legal advisors.
11. Support the evaluation of program outcomes and operational trends by working with stakeholders to define data requirements, apply appropriate metrics, guide needs assessments, develop surveys, and support data-driven feedback to improve program performance.
12. Monitor workload distribution, prioritizes competing demands, and adjusts resources as needed to maintain efficient operations.
13. Collaborate with leadership and technical teams to identify data system needs, recommend enhancements to electronic health record systems and other information platforms, and support implementation of solutions that improve data access, usability, and reporting efficiency.
14. Supervise analytics staff by setting goals, providing guidance, conducting performance evaluations, and fostering a collaborative, results-oriented environment that supports professional development and high-quality analytical work.
15. Ensure that data products are validated for accuracy, completeness, and consistency prior to dissemination, maintaining the integrity of analytical outputs and the credibility of the analytics team.
16. Contribute to strategic planning efforts by identifying how data and analytics can support agency priorities and performance goals, ensuring alignment with the mission of the unit and the broader agency; deliver reports, presentations, and briefings to support leadership decision-making and stakeholder communication.
17. Engage with external stakeholders, including federal partners, vendors, and contractors to align data priorities, share insights, and support coordinated analytics and reporting efforts.
18. Other duties as assigned.

• Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve a new 18-month commitment to IHSC .
• ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
• Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
• PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Qualifications

PHYSICAL DEMANDS:

1. Sitting and/or standing for extended periods of time (6-8 Hours).
2. Performing repeated bending motion.
3. Average manual dexterity for computer operation.
4. Phone use for extended periods of time.
